ADM 5440.599 GSA Order Announcing Changes in the Central Office to Create the Office of Emergency Response and Recovery (OERR)

SUBJECT: Changes in GSA Organization
- Purpose. This order announces changes in the Central Office to create the Office of Emergency Response and Recovery (OERR).
- Cancellation. ADM 5440.595 is canceled.
- Changes in organization. Following a review of the importance and significance of strategic planning for GSA’s role in preparedness, response and recovery in support of national disasters, the Administrator has determined that a new organizational structure is needed to meet these agency-wide needs and goals. Effective immediately, the following changes are made:
- Office of Emergency Response and Recovery (OERR). The Office of Emergency Response and Recovery is established in the Central Office. This office is headed by the Chief Emergency Response and Recovery Officer (CERRO) reporting to the Administrator through the Chief of Staff. The Office of Emergency Response and Recovery will consist of the following substructure:
- Office of the Chief Emergency Response and Recovery Officer (includes Chief Emergency Response and Recovery Officer, Deputy Chief Emergency Response and Recovery Officer, and support staff).
- Policy and Plans Division.
- Develops and implements agency-wide policies, plans, procedures, performance standards and measures related to GSA’s roles and responsibilities in support of (including but not limited to): National Response Plan (NRP), Continuity of Government (COG) and Continuity of Operations (COOP) and other contingencies.
- Provides subject matter expertise and assistance in the development of service specific and regional contingency plans.
- Training and Exercise Division.
- Develops and implements agency-wide disaster readiness programs.
- Serves as the agency lead for the coordination and facilitation of agency participation in international, national, state, and local disaster training and exercise programs and activities.
- Disaster Support Division.
- Provides emergency acquisition support and on-the-ground liaison between GSA field organizations and headquarters during national disasters.
- Provides emergency real property management and on-the-ground liaison between GSA field organizations and headquarters during national disasters.
- Supports and oversees Senior Emergency Response Team (SERT) processes and procedures during national disasters.
- Communications and Security Division.
- Coordinates internal, interagency and external communication regarding planning, response and recovery.
- Develops and facilitates implementation of strategic security plans and policies (physical, personnel, and information security).
- Historic Preservation Team.
- Integrates emergency historic preservation requirements in all response and recovery plans and operations.
- Provides subject matter expertise to Federal, State, local and tribal government officials during disaster response and recovery activities.
- The Office of Emergency Management in the Public Building Service (PBS) is abolished and its functions are transferred to the Office of Emergency Response and Recovery and redistributed as follows:
- Functions, except disaster support, of the former Emergency Response Division are transferred to the Policy and Plans Division.
- Functions of the former Education, Training, and Exercise Division are transferred to the Training and Exercise Division.
- Disaster support functions of the former Emergency Response Division are transferred to the Disaster Support Division.
- The OERR will also carry out functions related to coordinating Central Office COOP, COG, and emergency management activities.
- The functions related to security for the GSA Headquarters currently assigned to the Program Support Division, Office of the Deputy Regional Administrator, National Capital Region, will remain in place as originally outlined in ADM 5440.595.
- The above changes include functions, positions, personnel, authorities, funds, equipment, and other resources, as appropriate.
- Implementing Actions . Implementation of this GSA Order with respect to employees represented by a labor organization is contingent upon completion of appropriate labor relations obligations. Positions affected by these changes are subject to normal classification procedures. The Chief Human Capital Officer is authorized to cancel this order upon implementation.
