Safety Solutions Program 

The BNL Safety Solutions (S2) Program is designed to seek out and fund health and safety improvements and corrective actions derived from employee suggestions. It functions in a similar manner to the BNL P2 Pollution Prevention Program.

Program Description

Brookhaven National Laboratory's (BNL) mission is to produce excellent science in a safe, environmentally responsible manner with the cooperation, support and appropriate involvement of our many communities. A strong program to correct safety deficiencies and strive for continual improvement of the health and safety program is an essential element of successful accomplishment of this mission and BNL’s Occupational Safety & Health Management System. The BNL Safety Solution (S2) Program reflects the BNL and Department of Energy accident and injury prevention goals and policies and represents an ongoing effort to make safe operations an integral part of the BNL operating philosophy.

Purpose

The purpose of this program description is to establish the strategy, goals, roles and responsibilities and elements of the BNL S2 Program. The overall all goal of the S2 Program is to compliment the existing systems approach that integrates safety improvements into all planning and decision making.

Scope

The scope of the BNL S2 Program includes:

  • Elimination or reduction of occupational safety & health hazards at the source
  • Enhancement of safety and health through equipment and process improvements
  • Procurement of OSH favorable products.

Goals

The goals of the BNL S2 Program are to:

  • Assist in the systematic and team approach that integrates accident and injury prevention into all projects and activities
  • Reduce OSH impacts as low as reasonably achievable
  • Assist the Laboratory to achieve or exceed BNL/DOE occupational health and safety goals
  • Achieve timely implementation of Return-On-Investment (ROI) projects
  • Comply with external drivers
  • Identify and respond to trends
  • Improve outreach and awareness
  • Identify alternative funding mechanisms

Applicability

The S2 Program description applies to all BNL employees, contractors, visitors, and guests.

Policy & Drivers

Accident prevention and employee input are key elements of an OHSAS 18001 compliant program.   The BNL OSH Program outlines the basic elements of accident prevention programs and has established aggressive goals for correcting deficiencies. The S2 Program Plan is a component that management system and adds additional revenue source possibilities to the application of engineering controls for workplace hazards.

Management and staff commitment to reducing accident and injuries to levels as low as reasonably achievable is central to the success of the Laboratory and achievement of S2 goals. This commitment, which is an important element of the Laboratory Occupational Health and Safety Management System, is demonstrated in management's policies (e.g., the ESSH Policy).

Specific responsibilities are incorporated in employee R2A2's (Roles, Responsibilities, Accountabilities, and Authorities), and are described in the following section on program elements.
