Senate Passes Continuing Resolution Containing Provision to Assist Rural America and Prevent Primary Phone Line Restrictions

WASHINGTON, D.C. – The United States Senate today passed the continuing resolution (H.J. Res. 20) which contained an important provision that has been championed by Senator Ted Stevens (R-Alaska) to assist rural .  The provision prevents primary phone line restrictions on universal service support for another year.

“This primary line restriction would adversely affect small businesses and consumers in rural parts of America, including my home state of Alaska ,” said Senator Stevens.  “A second phone line or fax is often critical to the success of small businesses. I am pleased to see this provision included so that our universal service program will continue to improve the lives of rural Americans.”

Earlier this year, Senator Stevens introduced the Universal Service for Americans Act (USA Act - S. 101) to update the nation’s universal service laws, which contains a permanent fix to this problem. The measure will ensure that all communications technologies are incorporated into our nation’s universal service program and that rural is not left behind in the communications revolution.
