Historical Landmark Legislation While all legislation enacted by Congress is binding and important, there are numerous laws that are remarkable for their scope or because they mark a fundamental and official turning point for the nation. The following highlights "Landmark Legislation" in our history that was passed in the month of September. On September 9, 1789, The Senate approved 12 Amendments to the Constitution, of which the first 10 are known collectively as the Bill of Rights (read the Bill of Rights on the Thomas Web site). On September 24, 1964, the Senate passed the Nuclear Test Ban Treaty, in which the U.S., Soviet Union, and most of the international community agreed not to test nuclear weapons in the atmosphere, outer space, or in the seas.
