Each year OVC helps lead communities across the country in their observances
of National Crime Victims Rights Week (NCVRW). The annual commemoration
promotes victims rights and services in all sectors of our society.

- "A Nation Unites for Victims' Rights-Fulfill the Promise,"
a national observance and candlelight ceremony to reaffirm individual
and collective promises to victims of crime, was held at 6:30 p.m.
Thursday, April 10, at the National Law Enforcement Officers Memorial
in Washington, DC. Directions.

This gathering of crime victims, victim service providers, policymakers,
clergy, allied professionals, and concerned citizens was sponsored
by the U.S. Department of Justice, OVC, and victim assistance,
criminal justice, and allied professional organizations.

On April 10, 2003, during the National Candlelight Observance, OVC highlighted
10 Promises From the Field—promises
to crime victims from across the nation.
OVC selected these 10 promises or inspirational pledges from among the
entries submitted to the Fulfill
the Promise Campaign. (The submission deadline
was March 31, 2003, and entries are no longer being accepted.)

On April 12, 2003, the Justice Department honored Americans who help
crime victims. The honorees received special recognition during the
awards ceremony hosted by the Office for Victims of Crime to honor
victim advocates, organizations, and programs in the field of victim
