The U.S. Broadcasting Board of Governors (BBG), International Broadcasting Bureau's (IBB), Voice of America (VOA) is seeking an individual contractor for free-lance journalist assignment in Washington, DC; not serviced by full-time VOA staff correspondent. The VOA broadcasts in English and 43 other languages. VOA is seeking an qualified contractor for Spanish Free-Lance Journalist as follows: 1) Contractor shall serve as an Internet web producer responsible for writing and editing news-related and feature stories on a variety of subjects for distribution on the VOA Spanish web site and related digital platforms, such as mobile phones; 2) Prepares highly targeted, well-balanced Internet content based either on original reporting or adaptation of existing VOA programming. This includes writing, shooting, editing and voicing original multimedia content; editing audio and video broadcast segments, photos and graphics as needed. Contract will be for one year, with two (2) yearly options, subject to the availability of funding. One assignment per day from 2:00 pm to 8:00 pm Wednesday through Sunday (to cover weekend updates as needed, this is critical). The following information pertains to the Contractor requirements: 1. Assignments are performed on a contract basis at various VOA location in Washington, DC. 2. Contractor may be required to undergo a background security investigation and successfully pass IBB's security clearance process in order to receive work assignments. 3. Contractor must be willing to work on an "as-required" basis, depending on when the VOA requires the filing of news stories. 4. Free-lance assignments are contracted for strictly on an "as needed" basis. VOA makes no guarantee on the amount of work assignments that contractor can expect to receive from VOA. 5. The Government is obligated to inspect all contractor work to insure that it fully satisfies the Government's requirements. The Government is further obligated to reject all work that fails to meet Government-specified requirements. VOA will use the criteria listed below to evaluate Contractor proposals: 1. Newspaper, wire service, radio, television or Internet experience. 2. Experience in writing news for broadcasts. 3. Extensive knowledge of the target broadcast language(s). 4. Ability to produce work that demonstrates a keen knowledge of national and international issues. Demonstrate ability to exercise news judgment, knowledge of web-based journalism including social media features, demonstrated skill in the use of multi-media software for production of slide shows, audio and video presentations, and experience with content management/web publishing systems. 5. Ability to explain complex issues in clear, logical terms that can be understood by VOA's worldwide audiences. 6. Ability to research, select, and prepare material to provide background and highlight key elements of VOA web news reports, prepare and encode additional streamed media, and ensure compliance with copyright restrictions. 7. Documented (i.e., education/training and/or practical experience) knowledge of the principles and practices of journalistic writing, editing, and Internet publishing.
