The statutory authority permitting other than full and open competition that is applicable to this procurement is 41 U.S.C. 253(c)(1), Only one source and no other supplies or services would satisfy the Agency requirement. Continental Electronics Corp. is the designer and manufacturer of the Continental Dual-Loop Cooler System for installation for the Continental Electronics (CE) 419-F Transmitter in Oruz, Tajikistan. They are the only vendor with the specifications to manufacture these replacement parts for the (CE) 419-F Transmitter in Oruz, Tajikistan. Alternate or substitute parts will not meet the station requirements. The following contract line items will be procured: Item 1. Cooler, Fluid, Electronic Equipment, Water to Air, 3-PH, 380V, 50 HZ, w/36? Leggs and Class F Motors, 2-1/2? NPT M.EF. (P/N 406-2035-030), Quantity: 1 each; Item 2. Miscellaneous Equipment and Installation Materials, Quantity: 1 lot. This Notice of intent is not a request for competitive price quotations. Interested firms or persons, may identify their interest and capability to respond to this requirement. The Government must receive all such price quotations by close of business 3PM EST, Friday, March 21, 2008 and shall reference Reference Number 03072008-WDG to be considered. A determination by the Government not to compete this proposed contract based upon responses to this Notice is solely within the discretion of the Government.
