WASHINGTON, DC - Administrator Stephen A. Perry of the U.S. General Services Administration today announced two new appointments to his management team in a move that continues to bolster strong leadership within the agency.

Shirley R. Puchalski, the agency's former Deputy Associate Administrator of Congressional Relations, has been appointed Director of Administration, Mr. Perry said. "Shirley's talents and skills make her an ideal candidate to address both Central Office and agency-wide issues and initiatives. I'm pleased to have her take on such a critical role," he said.

As part of GSA's management team, Ms. Puchalski will report to GSA Chief of Staff David Safavian, and will provide oversight, clarification and problem-solving resolutions and will participate in key policy decisions affecting internal and external GSA operations.

"It is always gratifying when your work is recognized and rewarded," said Ms. Puchalski. "I sincerely appreciate Mr. Perry's confidence in my ability to contribute to the President's Agenda and to GSA's mission. I look forward to working with Mr. Perry and our new Chief of Staff, David Safavian."

Ms. Puchalski brings more than 20 years of experience in government service within the public sector, primarily in the legislative and executive branches. Prior to her arrival at GSA, Ms. Puchalski served as State Director to U.S. Senator Paul Coverdell. In that role, she directed all activities relating to Georgia's constituents regarding legislative issues and views and also handled all operational issues including budget, human resources, facilities management, office policy and procedures, information systems and mail processing.

Originally from Northampton, Mass., Ms. Puchalski studied business at the University of Massachusetts. She currently resides in Alexandria, Va.

Mr. Perry also announced the appointment of Texas native Gayland Barksdale as the agency's Senior Adviser, Congressional and Intergovernmental Affairs. Mr. Barksdale brings more than a decade of experience in government service within the public sector, serving as constituent liaison, deputy campaign director, legislative assistant, administrative assistant and legislative director to House Majority Leader Richard Armey.

Originally from Justin, Texas, Mr. Barksdale holds an undergraduate degree in political science from the University of North Texas. He completed graduate coursework in history and international relations. Mr. Barksdale currently resides in Alexandria, Va.
