Documents pertaining to winter use are available below. In December 2007, the National Park Service issued new rules for long-term winter use plans for Yellowstone and Grand Teton national parks and the John D. Rockefeller, Jr. Memorial Parkway. In July 2008, the National Park Service issued a Record of Decision Amendment – Sylvan Pass Management. Those rules and the associated Environmental Impact Statement and Records of Decision are posted below. Additional information may be obtained from Yellowstone National Park at (307) 344-2019.



Winter Use Plans

The Director of the Intermountain Region of the National Park Service signed a Record of Decision Amendment – Sylvan Pass Management on July 16, 2008:

Modeling Reports for EIS

Modeling reports were prepared by consultants to the National Park Service to assist the NPS in preparing the Draft Environmental Impact Statement on Winter Use Planning. 2007-2008 Monitoring Reports and Other Studies

This Draft Report, Exterior Sound Level Measurements of Over-snow Vehicles at Yellowstone National Park, June 2008, provides information about sound testing last February of selected snowcoaches and snowmobiles at Yellowstone's South Entrance. The report is available for technical review by all interested parties. Please provide focused substantive, technical comments about the information presented. In particular, comments regarding methodology, experimental design, analysis and scientific reasoning would be valuable. Once technical and internal reviews are completed and the author has the opportunity to address any comments that are provided, the on-line draft report will be replaced with the finalized report. Bison/Groomed Road Research


As part of the Winter Use Plans Final Environmental Impact Statement, the NPS plans to implement a tiered series of studies to gain reliable knowledge regarding the effects of winter snow-road grooming on bison movements in Yellowstone National Park. In 2007, Dr. Robert A. Garrott of Montana State University-Bozeman and Dr. P.J. White of the National Park Service developed the proposal detailing the studies, sent the proposal out for peer review, and addressed comments arising from that peer review. The draft and final proposals may be found below, along with the peer review plan, two peer review reports, and the authors’ response to those reviews. Also found in this section is the report commonly known as the "Gates report," an exhaustive review of the state of knowledge of the bison-groomed road issue.
