This page contains detailed information about the data that was used to create the Oregon Environmental Public Health Tracking (EPHT) web portal. Currently, we have described the source of the web portal information for the following topics: blood lead, birth and death, water and air quality, and asthma and heart attack hospitalizations. The information below can be grouped into three categories: source data, data required for the CDCs Nationally Consistent Data and Measures (NCDMs) and datasets created by the Oregon EPHT program. This information will be updated as our network grows.

AIR: Laboratory Analytical Storage and Retrieval Database (LASAR)

 

The Oregon DEQ Laboratory Analytical Storage and Retrieval Database (LASAR) provides access to a comprehensive collection of environmental monitoring data. Information regarding projects, monitoring locations, sample collections, and analytical results are available throughout Oregon. Air and water quality, sediment, soil, hazardous waste, biological tissue and biological population data are included in LASAR.

AIR: Oregon EPHT Air Quality Data

 

The Environmental Public Health Tracking (EPHT) Program is the first national effort to create a network to provide the United States with standardized data integrated from multiple hazard, exposure, and health effects information systems. Limited Department of Environmental Quality (DEQ) Air Quality Monitoring Data from the Laboratory Analytical Storage and Retrieval Database (LASAR) are available on the Oregon EPHT website at http://www.oregon.gov/DHS/ph/epht.

 

The Oregon EPHT Air Quality Monitoring dataset contains information about PM2.5 and PM10 levels. The data are from filter and light backscatter monitors. Analyte mean and maximum measurements, and count and percentages of violations of Maximum Contaminant Levels (MCLs) are available from 1997, for the state and by county.Data from the EPHT network may be used to attempt to quantify the magnitude of environmental health problems, detect unusual trends and occurrences, document the distribution and spread of a hazard or health event, identify populations at risk, plan and evaluate protective and preventive measures, facilitate research, and detect the results of changes in health practices.

 

The Oregon EPHT Program is part of a National EPHT Network sponsored by the CDC. The Oregon EPHT Program resides in the Toxicology, Assessment, and Tracking Section of the Office of Environmental Public Heath (OEPH) which is in the Public Health Division of the Department of Human Services (DHS).

BIRTH: Oregon Birth Certificate Database

 

The Center for Health Statistics (CHS) collects birth certificate data in Oregon. Oregon law requires that all vital events such as births, marriages, divorces, and deaths be recorded and registered. These are the legal records documenting a vital event and, in the case of birth certificates, are the primary documents used to establish identity. CHS is also responsible for compiling and analyzing the data from vital records. These data are used throughout the state and nation for program planning and policy development and are the primary data sources used for measuring many Oregon Benchmarks, Department of Human Services Outcomes and Performance Measures, and Healthy People 2010 Objectives. Data are maintained on all births occurring in the state of Oregon and are maintained in a client server for statistical analysis beginning in 1989. Information is collected on sex, birth weight, county, date, medical complications, and other information.

BIRTH: Oregon EPHT Birth Records Data

 

The Environmental Public Health Tracking (EPHT) Program is the first national effort to create a network to provide the United States with standardized data integrated from multiple hazard, exposure, and health effects information systems. Limited Birth Record Data from the Oregon Center of Health Statistics (CHS) Database are available on the National EPHT Network and on the Oregon EPHT website at http://www.oregon.gov/DHS/ph/epht.

 

The Oregon EPHT Birth Record dataset contains categorical information about births to resident mothers including infant sex, birthweight, prenatal care, Apgar 5 score,  birth expense payor, selected birth defects (anencephalus, cleft lip-palate, Down syndrome, spina bifida), and maternal race, ethnicity, age group, and education. Counts and percentages are available for births occurring after 1996, by state, county and year. Data from the EPHT network may be used to attempt to quantify the magnitude of environmental health problems, detect unusual trends and occurrences, document the distribution and spread of a hazard or health event, identify populations at risk, plan and evaluate protective and preventive measures, facilitate research, and detect the results of changes in health practices.

DEATH: Oregon Death Certificate Database (Death Enumeration and Analysis Data File)

 

The Center for Health Statistics (CHS) collects death certificate data in Oregon. By law, death certificates are required to be filed within 48 hours of a death. Data are maintained on all deaths occurring in the state of Oregon as well as Oregon residents who died out of state beginning in 1979. Information is collected on decedent’s demographic characteristics such as sex, age, race/Hispanic ethnicity, education, marital status, resident state, county and city, county of occurrence, place of death, occupation and industry, cause of death (with associated injury data, when present), and date of death. Additional data is collected on tobacco use, autopsy and, beginning in 2006, maternal mortality.

Data from the EPHT network may be used to attempt to quantify the magnitude of environmental health problems, detect unusual trends and occurrences, document the distribution and spread of a hazard or health event, identify populations at risk, plan and evaluate protective and preventive measures, facilitate research, and detect the results of changes in health practices.

HOSPITALIZATIONS: Hospital Discharge Index

 

Oregon Hospital Discharge data is collected by the Oregon Association of Hospitals and Health Systems (OAHHS) and is comprised of information on hospital discharges for the entire State of Oregon. Discharge data is currently available in a central repository for the years of 1995 through 2005. Data consist primarily of principal and secondary diagnoses and procedures, hospital IDs, length of stay, and limited demographic information. Information on emergency room visits, urgent care, outpatient surgery, and clinic visits are excluded in this database.

The Environmental Public Health Tracking (EPHT) Program is the first national effort to create a network to provide the United States with standardized data integrated from multiple hazard, exposure, and health effects information systems. Limited Asthma and Heart Attack (Myocardial Infarction) Hospitalization Data from the Oregon Hospital Discharge Database are available on the National EPHT Network and on the Oregon EPHT website at http://www.oregon.gov/DHS/ph/epht.

 

The Oregon EPHT Hospitalization dataset contains information about hospitalizations with a primary diagnosis of asthma (ICD-9 Code 493) and acute myocardial infarction (ICD-9 Code 410). Variables include sex, age group, and payor, for hospitalizations since 2000, by state, county, and year of admission. Data from the EPHT network may be used to attempt to quantify the magnitude of environmental health problems, detect unusual trends and occurrences, document the distribution and spread of a hazard or health event, identify populations at risk, plan and evaluate protective and preventive measures, facilitate research, and detect the results of changes in health practices.

This dataset contains case counts of asthma (ICD9-CM 493.0-493.9) and myocardial infarction (ICD9-CM 410) inpatient hospitalizations among Oregon residents for the years 2000-2006. These data are stratified by year and month of admission, county of residence, age group, and gender.

BLOOD LEAD:  Oregon Systematic Tracking of Elevated Lead Levels and Remediation (STELLAR)

 

STELLAR is a software application provided free of charge by the Centers of Disease Control (CDC) to State and local Childhood Lead Poisoning Prevention Programs (CLPPPs) with a practical means of tracking medical and environmental activities in lead poisoning cases. The intent of this application is to provide an electronic means of storing childhood lead exposures, medical, and laboratory data that the state program receives from labs, providers, clinics, parents, and local health departments. In Oregon, STELLAR is a database that contains all childhood blood lead tests from 1991 to present. While the focus is children, the file does contain data and information on adults.  Data and information comes from all clinical laboratories known to the Oregon Childhood Lead Poisoning Program. Data and information is transmitted by mail and fax, and electronic records are through Oregon’s  National Electronic Disease Surveillance System - Electronic Lab Reporting (NEDSS-ELR) project.

BLOOD LEAD: Oregon EPHT Childhood Blood Lead Data

 

The Environmental Public Health Tracking (EPHT) Program is the first national effort to create a network to provide the United States with standardized data integrated from multiple hazard, exposure, and health effects information systems. Limited Childhood Blood Lead datasets from the Systematic Tracking of Elevated Lead Levels and Remediation (STELLAR) Database are available on the National EPHT Network and on the Oregon EPHT website at http://www.oregon.gov/DHS/ph/epht.

 

The Oregon EPHT Childhood Blood Lead dataset contains information about children tested for elevated blood lead levels (sex, age, medicaid eligibility and test results). County and state count and percentage data are available for testing conducted after January 2002.

 

Data from the EPHT network may be used to attempt to quantify the magnitude of environmental health problems, detect unusual trends and occurrences, document the distribution and spread of a hazard or health event, identify populations at risk, plan and evaluate protective and preventive measures, facilitate research, and detect the results of changes in health practices. WATER: Real Estate Transaction (RET) Domestic Drinking Water Well Testing Data

 

This dataset contains individual tests of domestic drinking water groundwater well contaminants from 1989 to 2005 for the entire state of Oregon. Data originated from the Department of Human Services (DHS), Public Health Division, Drinking Water Program and were entered into the Real Estate Transactions (RET) database by the Oregon Department of Environmental Quality (DEQ).

WATER: Spatially Referenced Significant Potential Contaminant Sources Identified in Watersheds

 

This point layer includes Oregon Department of Environmental Quality (DEQ) and Oregon Department of Human Services' (DHS) Drinking Water Program potential contaminant sources (PCSs) identified in Source Water Assessments for community (C) and non-transient non-community (NTNC) public water systems (PWS) that were active in June 1999 (when Oregon's Source Water Assessment Plan was approved by EPA).  These potential contaminant source threats are to be used in conjunction with the mapped sensitive areas to provide an overall picture of the susceptibility of the drinking water system.

WATER: Oregon Safe Drinking Water Information System (SDWIS)

 

The SDWIS database contains information from 1988 to present on public water systems in Oregon. Basic system information maintained in the SDWIS database includes information on population, contact person’s name and phone number, county served, number of connections, sources of water used, Consumer Confidence reports, coliform testing, chemical testing, nitrate results, lead, and copper testing. Contact reports, rule violations, and public notices are also included in the system.

Analyte mean and maximum measurements, and exceedence counts and percentages are available from 1999 for arsenic, fecal and total coliform, copper, dibromochloropropane, dichloroethylene, lead, mercury, nitrate, polychlorinated biphenyls, tetrachloroethylene, total haloacetic acids, and total trihalomethanes, for the state and by county. Data from the EPHT network may be used to attempt to quantify the magnitude of environmental health problems, detect unusual trends and occurrences, document the distribution and spread of a hazard or health event, identify populations at risk, plan and evaluate protective and preventive measures, facilitate research, and detect the results of changes in health practices.

This data set contains the information needed to calculate Environmental Public Health Tracking Network (EPHTN) measures of contaminants in community public water supplies for Disinfection By-Products by quarter. Data are derived from the Oregon Safe Drinking Water Information System database. The data set contains one record for each community public water system (PWS) per quarter. Each record also contains descriptive information about the PWS.

WATER: Oregon EPHT Nationally Consistent Data and Measurers (NCDMs): Public Drinking Water Quality Dataset - Yearly Measures

 

This data set contains the information needed to calculate Environmental Public Health Tracking (EPHT) measures of contaminants in public water public water supply for arsenic, disinfection byproducts, lead and nitrates. Data are derived from state Safe Drinking Water Information System databases. The data set contains one record for each community public water system (PWS) per year with average concentrations of each of arsenic, disinfection byproducts and nitrates and whether or not a maximum contaminant level (MCL) violation occurred. For lead, each record contains the 90th percentile value of lead sample results and whether the 90th percentile value exceeded the regulatory action level.  Each record also contains descriptive information about the PWS.
