About Us
The Oregon Vital Events Registration System is a multi-year project to modernize Oregon's vital records systems.
Vision
 
The Oregon Department of Human Services (DHS), Center for Health Statistics (Center) supports birth, death, marriage, divorce, abortion and fetal death systems.  Many of these systems’ current processes are paper based and use legacy (DOS or mainframe) technology.  The Center plans to replace the existing technology over the next 4-5 years with a secure, web based, integrated system for all the vital records systems.  These paper-based systems no longer effectively meet the needs of our customers so Oregon must have a faster, more accurate, and more efficient vital records system. This can only be accomplished by re-engineering the current system.  The Center’s goal is to streamline and modernize the vital records registry and registration process.  The new system will provide a stable computing environment that supports efficient and effective operations from the inception of transaction to the production of certificates and statistical reporting.
 
To realize this vision, the Center is implementing the Oregon Vital Events Registration System, otherwise known as OVERS.  To mitigate risks to DHS, the Center decided to implement OVERS in a phased approach starting with the Electronic Death Registration System (EDRS).  The death registration system is the most complicated due to the large number of external partners and processes.  As CHS obtains funding, optional modules to be implemented include: Birth – EBRS (including birth, foreign birth, fetal death, adoption, paternity); Marriage – EMRS; Divorce – EVRS; and Induced Termination of Pregnancy – ITOP.
 
It was decided to select Commercial Off The Shelf (COTS) software, which would be modified to meet specific Oregon needs.  During a competitive bid process, VitalChek was chosen as the EDRS vendor.

The project will be completed by the Center and the DHS Office of Information Services, working with our contracted vendor, VitalChek.  (View the project organization chart.)
 
External stakeholders involved in the EDRS phase include:  Facilities or institutional users (hospitals, nursing homes); Funeral homes; Medical Examiners; Certifying physicians, nurse practitioners and Physician Assistants; County Registrars; and the general public.  Other partners include the Secretary of State’s office, Social Security Administration, National Center for Health Statistics, National Association of Public Health Statistics and Information Systems, other federal agencies that use death certificates to conduct epidemiological investigations, and private and public researchers.
