Governor Huntsman Appoints Two Judges

Salt Lake City, UT - Utah Governor Jon Huntsman has announced the appointment of Third District Court Presiding Judge Robert K. Hilder to fill the upcoming vacancy on the Utah Court of Appeals resulting from the retirement of Judge Judith Billings, one of the original members of that court. He also appointed Marvin D. Bagley as Sixth District Court Judge to fill the seat of retiring Judge David L. Mower.

"Judge Hilder has been an excellent trial court judge for more than 12 years, and brings with him valuable knowledge and experience to our Court of Appeals," Governor Huntsman said. "I am grateful for his willingness to serve in this new capacity."

Hilder received his law degree from the University of Utah and currently teaches pretrial practice as an adjunct professor at the S. J. Quinney College of Law. Before his appointment to the state's largest district court in 1995, Hilder was managing director of Christensen & Jensen, a Salt Lake litigation firm.  Since his appointment, he has served in both Park City and Salt Lake as a trial judge, handling the full range of civil and criminal cases. He has also been extensively involved in judicial governance. Hilder has also served as a member of the Utah Judicial Council Management Committee for six years and as a member of the Utah Grand Jury Panel of Judges for ten years.

"Judge Bagley brings broad-based experience to the bench and has extensive support from the communities where he will serve," Governor Huntsman said. "He has a sincere desire to serve the public and I'm confident he will be a great asset."

Bagley graduated from Brigham Young University Law School and served a judicial clerkship in the United States District Court of Nevada. He spent eight years with Salt Lake City law firm VanCott, Bagley, Cornwall, and McCarthy as a shareholder with a focus on civil litigation. Bagley has an active law practice in the Sixth District. The Sixth District encompasses Garfield, Kane, Sanpete, Sevier, Piute and Wayne counties. He currently serves as County Attorney for both Piute and Wayne Counties and is the city prosecutor for Manti City, Gunnison City and Escalante City. He also represents several other cities and towns in the district. Bagley maintains a private civil practice in Richfield with emphasis on civil litigation.

The appointments are subject to confirmation by the Utah State Senate.
