1994-95 data for active aircraft by use, and flight hours, have
been revised to reflect changes in adjustment for nonresponse bias with 1996
telephone survey factors. 1996 vehicle-miles and fuel consumption data are estimated
using new information on nonrespondents and are not comparable to earlier years.
