Requirements of a Quality Assurance Plan

Quality assurance and quality assurance surveillance plans, described in FAR Subpart 46.4, address both the contractor's role in quality control and the government's role in quality assurance. The plans must specify all work requiring surveillance and the method of surveillance. Federal Acquisition Regulation 37.6 requires that agencies use measurable performance standards and that the Government must utilize quality assurance surveillance plans (QASPs) to monitor the contractor's performance. Either the Government or the contractor can propose the quality assurance plan (QAP), which describes how the contractor will monitor himself to ensure that service or quality levels are achieved. The same is true of the QASP - either the Government or the contractor can author the plan. The requirements for QASPs are detailed in FAR 46.4. The plans must specify all work requiring surveillance and the method of surveillance.
