Critical Incident Response Training Program (CIRTP)

The CIRTP is a train-the-trainer program designed to deal with the full range of options available to a law enforcement agency when responding to a critical incident.  This program is based upon the hostage-barricade model since experience has proven that the first 30 minutes of a hostage-barricade incident are normally the most difficult and dangerous.  Occurrences in the early stages may actually limit and have an overwhelming influence on the resolution options.  The hostage-barricade model requires all elements of the law enforcement agency along with other agencies such as fire, emergency response/management, etc. to come together to handle the incident.

Students are provided a complete training package that offers a full menu of options to allow them to tailor training to meet their agency’s needs.  The training methodology could range from multiple 15-minute roll call training segments for patrol officers to a 40-hour program for managers/decision-makers with direct responsibility for managing their agencies’ responses to critical incidents.  The training options between these two extremes are virtually unlimited.

Instructors

All instructors in the Critical Incident Response Training Program (CIRTP) are current and former law enforcement officers and agents, with local, state, and federal backgrounds. Their substantial experience as instructors is complemented by their many years of practical operational experience in the areas they instruct. These varied backgrounds provide credibility to the local, state, and federal officers and agents that compose the target audience.

Tuition and Cost

This training program is also exported to various sites around the country; therefore, tuition costs are determined by the actual location of the training. Contact the Division Program Specialist, at email FLETC-CounterterrorismDivision@dhs.gov for specifics.

Prerequisites for Attendance

Applicants must be active, sworn law enforcement officers or investigators assigned to duties that include the training subject matter; individuals must be certified trainers by their agencies’ standards.

Official travel days are Sunday and Saturday.

Special Equipment Needs

Student should bring utility uniforms for the practical exercise.
