Online Hate Crime Training Course

California State University, San Bernardino’s Center for the Study of Hate and Extremism, in partnership with the Federal Law Enforcement Training Center (FLETC) and the Southern Poverty Law Center (SPLC), are offering a new approach to hate crime training — an online program that offers law enforcement officers college credit and continuing education credit, as well as FLETC recognition. Partial scholarships and a limited number of free scholarships are available.

The Hate and Bias Crimes curriculum consists of two courses: a one quarter hour introductory class, and a two quarter hour advanced course for those who have completed the introductory course. Participants who successfully complete course requirements will receive both undergraduate academic credit and Continuing Education Unit (CEU) credit. Each quarter hour is equivalent to one CEU. California State University, San Bernardino (CSUSB) is fully accredited by the Western Association of Schools and Colleges. Completion of the course also earns a certificate from FLETC.

The course was developed with the assistance of an International Advisory Board of law enforcement officers with decades of experience in providing hate and bias crime training. A computer with Internet access is required. Students can log into the course site on April 1 and must complete all work by June 7, 2008.

Registration Information

FLETC’s Office of State and Local Training (OSL) and the SPLC are currently offering free scholarships for the first 50 qualified state and local officers who register for the introductory component of the online course. Students receiving full scholarships must successfully complete the course or full payment for the tuition will become the responsibility of the student. The SPLC continues to offer 50% scholarships for a select number of officers at all levels of law enforcement.

Registration fees are US $160 per credit hour and payment to CSUSB Extended Learning must be received with the registration form before the deadline date in order for a student to be officially enrolled and sent course access information. To be eligible for both the full and partial scholarships, an officer must submit 1) a letter from his or her supervisor indicating that the agency is interested in having the officer take the online course and 2) a completed copy of the attached CSUSB registration form. The deadline for registration is March 10, 2008.
