Forest Plan (Amendment Eleven)

Forest plans are required by the National Forest Management Act (NFMA) for each National Forest. These plans establish land allocations, goals and objectives, and standards and guidelines used by land managers, other government agencies, private organizations and individuals.

In 1990, the Gifford Pinchot National Forest published its first Land and Resource Management Plan (Forest Plan) developed under the NFMA and the National Environmental Policy Act (NEPA).  The Forest has made several amendments since 1990.

In April 1993, President Clinton convened a Forest Conference in Portland, Oregon to address the human and environmental needs served by the federal forests of the Pacific Northwest and Northern California. President Clinton directed his cabinet to craft a balanced, comprehensive and long-term policy for the management of Forest Service and BLM lands within the range of the northern spotted owl. The Northwest Forest Plan, completed in April 1994, amended 19 Forest Service and 7 BLM plans within the range of the northern spotted owl to include a comprehensive ecosystem management strategy.  The Gifford Pinchot National Forest adjusted its 1990 Forest Plan in February 1995 to incorporate the amendment.

Mount St. Helens Comprehensive Management Plan FEIS (1985)

Alternative D (Modified) describes the plan for management and development of visitor facilities in the Mount St. Helens National Volcanic Monument. This 1985 Plan was adopted by the Forest's 1990 Forest Plan for management of the National Volcanic Monument. Numerous large format maps contained in the document have not been scanned but may be viewed at the Forest Headquarters in Vancouver.

Forest Plan Monitoring Reports

The Forest produces an annual monitoring report each spring for the previous fiscal year's activities.  The monitoring report describes how well the Forest is meeting the standards and guidelines and goals and objectives of the Forest Plan.

Late-Successional Reserve Assessment

In 1994 the Northwest Forest Plan (NWFP) designated a network of Late-Successional Reserves (LSR) with the object of protecting and enhancing conditions of late-successional and old-growth forest ecosystems. As part of its strategy for protecting these ecosystems, the NWFP directs us to prepare an assessment of conditions and the functions of each LSR. This Assessment was prepared by an interdisciplinary team comprised of Forest Service resource specialists and managers. A biologist from the U.S. Fish and Wildlife Service also participated on the team.

Its purpose is to describe the ecological framework within which projects will be designed to ensure they will meet LSR standards and guidelines and further LSR objectives. Decisions on where, when and how projects will be implemented are made through project level environmental analysis, not in this assessment.

Northwest Forest Plan (NWFP)

In 1994 the Northwest Forest Plan (NWFP), also called President's Forest Plan, amended the planning documents of nineteen National Forests and seven Bureau of Land Management Districts. It includes extensive standards and guidelines, including land allocations, that comprise a comprehensive ecosystem management strategy. Read more on the NWFP Information Center & Library.
