The mission of the officer related divisions of the Distribution Department (PERS-4) is
- To assign the most qualified officers to meet the needs of the Navy.
- To assign officers to billets which develop their professional expertise and which allow them to acquire the leadership, technical, and managerial skills necessary to achieve the mission of the Navy.
- To assign officers fairly to ensure continued professional motivation and dedication to the Navy.
