The General Services Administration (GSA) is issuing solicitation number 2FYA-AR-060004-B Refresh 13 for Multiple Award Schedule 738X for Human Resources & EEO Services, effective September 10, 2008. 2FYA-AR-060004-B Refresh 13 replaces solicitation number 2FYA-AR-060004-B Refresh 12 in its entirety. Resultant contracts will be indefinite delivery, indefinite quantity (IDIQ) contracts under the GSA Multiple Award Schedule program. Current contract holders under Schedule 738X for Human Resources & EEO Services do not need to re-apply. All responsible sources may submit an offer, which shall be considered by this agency. Contracts under this solicitation will have a contract period beginning on the date of award, and lasting for five years unless canceled or terminated. Three five-year option periods are possible under this contractual action.

The purpose of this solicitation is to provide a vehicle for all Government agencies to obtain quality Human Resource Services and EEO Services when required from qualified and experienced Contractor(s) under a Multiple Award Federal Supply Schedule in an efficient, streamlined, and cost effective manner in accordance with applicable statutes and regulations.

There are four (4) continuously open Special Item Numbers (SINs) covered under Schedule 738X: 595-21 for Human Resource Services, 595-25 for EEO Services, 595-27 for Pre-Employment Background Investigations Services, and 595-28 for Social Services. Offers may be submitted at anytime and there is no closing date. Applicable NAICS codes are 541110, 541611, 541612, 561310, 561311, 561410, 561611, 611430, 621410, 621420, 624190, 624230, 624310, 624410, 713940, 812191, 812210, 813110, 813311, 813410, 923110, 923120, and 923130.

Solicitation 2FYA-AR-060004-B Refresh 13 contains the second open season for SINs 595-22 and 595-26 for private Shared Service Centers, paralleling the offerings of the public Shared Service Centers currently providing HR services to various Federal agencies. The extensive special requirements for these SINs are included in the latter half of this solicitation. An unusual feature of these SINs is that there is no continuously open season. Future open seasons may be held in intervals to be determined at a later date. The closing date for SINs 595-22 and 595-26 is October 10, 2008 at 3:00pm (EST).

The previous edition of this solicitation, 2FYA-AR-060004-B Refresh 12, will not be accepted after October 10, 2008.

Special Notice

The Cover Page section includes provision SCP-FSS-002 SPECIFIC PROPOSAL SUBMISSION INSTRUCTIONS (MAR 2008), which requires (1) that offerors provide three years of financial statements with their offers and (2) that offerors must have provided the type of professional service covered by the solicitation for a minimum of three years. Both of these requirements are now changed to two years.
