The OCB provides independent living services to people over the age of 55 who are either legally blind or severely visually impaired.
 
In this case, severely visually impaired means that the person can't read regular newsprint with best correction. This is different from the requirement in other programs where the client must be legally blind or have a condition leading to legal blindness.
 
The Older Blind Program provides the same services as the Independent Living program. Learning adaptive skills can sometimes mean the difference between an older Oregonian being put into a custodial care home or remaining independent in their own home.
