School Safety

In the wake of recent school shootings and the subsequent White House Conference on School Safety, the U.S. Department of Education will present a one-hour Web cast to provide parents, educators, school administrators and local safety personnel with an opportunity to review their emergency management plans. The Department's Office of Safe and Drug-Free Schools will share successful strategies so that all who share the responsibility of protecting our children can learn more about how schools can help mitigate, prevent, prepare for, respond to and recover from a crisis. Join the broadcast to learn how to take positive steps to prevent school violence and respond quickly and effectively if an incident does occur. The Web cast will offer many opportunities for viewers to ask questions via email and get answers from the presenters.

Biographies:

Deborah A. Price, Assistant Deputy Secretary, Office Of Safe And Drug-Free Schools
On Feb. 2, 2004, Deborah A. Price was appointed assistant deputy Secretary of the Office of Safe and Drug-Free Schools. In this role, Price oversees the Department's activities related to safe schools, crisis response, alcohol and drug prevention, the health and well-being of students, and building strong character and citizenship. She also leads the Department's homeland security efforts. Previously, Price served as chief of staff of the Office of Federal Student Aid (FSA), where she was responsible for day-to-day FSA operations and for resolving problems that may impact student aid delivery or implementation of the FSA performance plan. She also served as senior adviser to the deputy secretary, providing strategic policy guidance on Departmental issues within the Office for Civil Rights, the Office of the General Counsel, the Family Policy Compliance Office and the Office of Safe and Drug-Free Schools.

William Modzeleski , Associate Assistant Deputy Secretary
Mr. Modzeleski is the Associate Assistant Deputy Secretary of the U.S. Department of Education's Office of Safe and Drug Free Schools. The office provides funds and assistance to Governors, State Education Agencies, and local school districts to develop strategies and programs to meet he seventh National Education Goal: That by the Year 2000, all schools will be safe, disciplined, and drug-free. Mr. Modzeleski is involved in the design and development of drug and alcohol prevention programs, violence prevention programs and activities, especially as they affect the school and in school health-related issues. He assisted in the design of the Safe Schools Act of 1994, a bill developed to provide assistance to local educational agencies for violence prevention activities, and in the reauthorization of the Safe and Drug-Free Schools and Communities Act.

Presenters:

Edward Clarke - Ed Clarke is the former Director of the Department of School Safety and Security at Montgomery County Public Schools (MCPS) in Maryland. Mr. Clarke also served as the MCPS liaison to the Montgomery County Department of Police and the Montgomery County Government during the Washington Metropolitan area sniper crisis, and testified to the impact the sniper had on the school district. Prior to his work with MCPS, Mr. Clarke was the District Commander for the Montgomery County Department of Police. Mr. Clarke serves on the School Security Officials Committee for the U.S. Department of Education's Office of Safe and Drug-Free Schools (OSDFS).

Willie Freeman - Willie Freeman currently serves as the Director of Security/Chief Investigator for Newark Public Schools in Newark, New Jersey, a district of over 43,000 students and 82 schools. Previously, he served for more than 23 years with the New York City Police Department. In his tenure with the Department, he was assigned as a neighborhood police team officer, police academy instructor, sergeant in an organized crime control borough, deputy lieutenant, and upon his retirement a command over an inspections unit in Internal Affairs. Mr. Freeman serves on the School Security Officials Committee for the U.S. Department of Education's Office of Safe and Drug-Free Schools (OSDFS). He is the past chairman of Educational Institutions for the American Society of Industrial Security International. Mr. Freeman is a certified New York state security guard trainer and the author of numerous articles on school safety/security management and law enforcement training.

Pegi McEvoy - Pegi McEvoy is the Safety Administrator for Seattle Public Schools in Seattle, Washington, where she implements the district programs that ensure student and staff health and safety. Included in these
responsibilities is the implementation of Federal and state grants that focus on threat management, anti-bullying efforts, and all hazard plans. Ms. McEvoy is a nurse practitioner and has experience with school nursing, administration, and professional development.
