Conditions for Use of Public Researcher Workstations at the Library of Congress

General

The Library of Congress provides access to the Internet in designated locations in the Library as a resource for Library researchers, including Congress and the public. This statement is intended to notify all Library researchers of some of their responsibilities in using public workstations at the Library of Congress. The Library does not assume or accept liability for any violations of these conditions by researchers. Each researcher is solely responsible for the legal implications of his or her activities.

Much of the material available over the Internet is affected by federal and state laws, such as copyright, privacy, and contract terms. By using public workstations in the Library of Congress, researchers acknowledge that their activities are subject to all applicable Library of Congress policies and regulations as well as local, state, and federal laws such as copyright, security, obscenity, defamation, privacy, and other applicable laws. All Library of Congress resources and facilities shall be used only for their primarily intended purpose of scholarly research or education. Researchers are expected to use these facilities in a responsible manner consistent with network etiquette, customs, and courtesies.

The Library reserves the right to place restrictions on the use of its computers and network systems in response to complaints presenting evidence of violations of the law or Library policies or regulations. The Library reserves the right to revoke access to its resources or facilities if applicable Library policies, contract terms, or laws are violated. The Library neither employs filtering software nor actively monitors communications posted from Library-owned workstations. The Library of Congress is for use by researchers over high school age. In certain circumstances, in accordance with LCR 815-1, senior high school students may be admitted with special permission.

Copyright

The copyright law of the United States governs the use of copyrighted materials on the Internet. Library researchers may not copy, distribute, transmit, download, or publicly perform or display copyrighted materials without the consent of the copyright owner, except as permitted under fair use (17 U.S.C. 107). Library researchers are personally liable for any copyright infringement they commit while using the Internet via Library facilities.

Copying, Uploading or Downloading Files, Electronic Mail

The Library permits research-related email only. The use of chat rooms and any other non-research related activity is not permitted. Researchers are permitted to download files and programs to their own disks when consistent with copyright and other applicable law.

Accuracy

The Library does not vouch for the accuracy, completeness, or timeliness of information obtained through the Internet. Accuracy of information is the responsibility of the originator or producer, and assessing accuracy and timeliness of information is the responsibility of the user.
