The mission of the Office of Acquisition Management (HAAM) is to support the FHWA Headquarters research and development (R&D) contract program. HAAM negotiates, awards, and administers a variety of contractual instruments, including contracts, grants, cooperative agreements, and purchase orders. HAAM procures R&D studies, data analyses, and development of automated systems and training courses to enhance highway transportation technology. HAAM also maintains a simplified acquisition program to purchase office supplies, as well as ADP and scientific laboratory test equipment. HAAM is organized into contract specialist teams concentrating on specific program areas.
