About the Residential Service Protection Fund (RSPF)
 
In 1987, the Oregon Legislature passed a law that supports the state’s public policy that adequate and affordable residential telephone service be available to all Oregonians.
 
Based on that legislation, the Oregon Public Utility Commission (PUC) implemented three telephone assistance programs:
 
These programs are funded by a surcharge, currently $0.05, which is applied to the monthly bill of each subscriber who has telephone or cellular services with access to the OTRS.
