How to do business with DHS

Contracts are established through various soliciation methods including Invitation to Bid (ITB), Request for Proposal (RFP), and Request for Quotes (RFQ).

How DHS contracts for goods and services

Price agreements

The Department of Administrative Services (DAS) establishes price agreements for use by all state agencies for goods and services commonly used by all. All purchasese of these items must be made through the specific price agreement holder. Current price agreements may be viewed by visiting the DAS Web site.

$4,999 or less

DHS has discretion to purchase or contract for services valued at less than $5,000 without obtaining competitive quotes.

$5,000 to $74,999

DHS may purchase or contract within these price threshholds. At least three competitive quotes are required.

$75,000 or more

Unless exempted, all contracts exceeding $75,000 require a formal solicitation process as identified in Oregon Administrative Rule 125-020-0310.
