It is extremely important that all votes not only be recorded but that the results are recoverable. Since software is not always reliable it is absolutely necessary to have other provisions that will allow for every vote to be counted as well as recounted if that becomes necessary to protect each vote. Until computer software is beyond tampering and manipulation, as well as error--a back up must be part of our voting system. If this protection is not required there is no way that people will trust that their vote counts--and the result will be a weaker democracy. We cannot afford that outcome!!
