This is a comment on Part 1, Chapter 2.7.1-A, dated 2008/05/02 11:36:17.710 GMT-4

Please change 2.7.1-A to read that software independence MUST be achieved through the use of independent voter-verifiable records. It is very unlikely that an innovation class submission could be made in a way that at least 80% of voters would be able to use the innovation class submission to verify that their vote was properly counted. A voter-verifiable paper ballot that the voter deposits directly into a locked box allows at least 99% of voters to be certain that there is a record of their ballot that accurately reflects their intent.
