General Authorization for Piling Placement or Removal
To be eligible for this General Authorization, the project must be for the purpose of placing or removing piling in waters of the state for over-water structure support or navigational aid.
The project must meet the following criteria:
Involve placement of no more than five piles or one dolphin that consists of three to five piles
Consist of untreated wood, steel, fiberglass or plastic piles
Be fitted with devices to prevent perching by fish-eating birds
Be placed from a barge-mounted or above top-of-bank position. If placed by barge, the barge shall not be grounded on the bed or banks.
Be placed by means of impact or vibratory methods
Be removed by vibratory methods only
The following projects are NOT eligible for this authorization:
Projects using piling to construct headwalls or other bank treatment structures
Projects using piling to create new uplands
Projects using sheetpile
Pilings placed or removed by excavation
Projects where piling is placed in wetlands or placed to impede normal water flow into or within wetlands or placed in a manner to cause erosion
Pilings that interfere with or create hazards to recreational or commercial navigation
Pilings placed as poured-in-place concrete
Projects including placement of footings or other support structures for the piling
