General Authorization for Fish Habitat Enhancement
 
To be eligible for this General Authorization, the project must be for the sole purpose of fish habitat enhancement by the following activities:
  • Construction of deflectors, rock and log weirs, pools, ponds, backwater channels or side channels
  • Gravel placement
  • Installation of randomly placed rock or spawning gravels
  • Channel reconstruction or restoration
  • Barrier removal and placement of fishways
  • Placement of large woody material
The project must meet the following criteria:
  • Be consistent with the Oregon Aquatic Habitat Restoration and Enhancement Guide
  • Demonstrate consistency with the Oregon Department of Fish and Wildlife´s requirements under ORS 509.580 to 509.645 for upstream and downstream fish passage.
  • Fills shall not exceed 150 cubic yards per site ( a site can be a single location of the entire project or a component of a project with multiple elements and geographic locations).
  • Channel reconstruction projects shall restore sinuosity and width/depth ratios that emulate the natural stream channel.
  • If streambank stabilization is needed to protect deflectors, log weirs and other similar structures, it shall be limited to 15 feet upstream and downstream of the structure. Rock fill shall not exceed 50 cubic yards at each site.
  • Full-spanning weirs may be used only if they promote fish passage, prevent streambed degradation and/or recruit spawning gravel. They must not require annual reconstruction. Weirs must incorporate a keystone rock or rocks that allow for juvenile fish passage at all flows.
  • Deflectors may be placed only if they add stream structure and increase habitat complexity.
  • Clean, river-run gravel must come from within the same river system and not exceed 100 cubic yards per site.
  • Pools and ponds must be designed to allow fish to escape during low water periods. Bed material may be removed to create instream pools.
  • Gravel and bed materials may be removed to create or clear side or back channels.
  • Artificial barriers to fish passage may be removed and fish passage structures placed.
  • Projects must have only minimal adverse impacts to wetlands.

To apply, complete a joint permit application. The application form must be reviewed and signed by the appropriate Oregon Department of Fish and Wildlife District Biologist.
