Overview: This Partnership uses a platform process to recognize NECA employer's and the IBEW's efforts to improve the safety performance amongst their members through a multi-platform process. At each platform level, starting at RED and ending at BLUE, contractors must improve their safety and health management systems. As improvement is made, as evidenced by lowered LWDII rates and better scores on their self-evaluations, they move up from RED to WHITE, and finally, BLUE Platform Level. The goals of this Partnership include decreasing injury and illness rates by 4% per year; adopting an industry standard checklist for use when working with energized circuits; decreasing workers compensation costs, and increasing the implementation of effective contractor safety and health management systems.

Results: During the last two years, White Level partners’ TCIR, DART, and DAFWII rates have declined by 1%; 62%; and 62%, respectively. During the last two years, Blue Level partners’ TCIR, DART, and DAFWII rates have declined by 29%; 30%; and less than 1%, respectively. Participants in this partnership compare favorably to the BLS national average for this industry. Overall, the partnership TCIR, DART and DAFWII rates all were below the national average.

Overview: This multi-faceted, large-scaled construction project involves the renovation and update of numerous public buildings. The partners will work together to reduce hazards and implement model contractor safety and health management systems impacting 200 contractors and perhaps as many as 700 employees.

Results: Nearly 7000 hours of training were provided to employees. 3360 training hours were provided to supervisors and managers. Over 100 Safety and Health Management Systems were reviewed and/or developed. As we have completed our third year of the program, the program continues to raise safety awareness for contractors and their personnel. Contractor employees have met the OSHA 10/30 hour training requirements, specialty training and site specific training which has continued to demonstrate an increased level of safety awareness and the development of a safety culture. Hazard recognition and ownership of their safety program in the field on a contractor personnel level is becoming more and more apparent. More time and detail is spent in pre-task planning and the contractors continue to utilize all available resources to plan their work tasks safely. The Partnership continues to prove to be a huge value added to the overall reconstruction project and on many levels is helping, the project collectively continues to develop a heightened safety culture.

Overview: Goals and objectives of this Partnership are to develop and implement an effective comprehensive safety and health program; reduce the total case rates for selected park units by 3% per year, while at the same time increasing the timeliness of reporting new injuries and illnesses to ESA/OWCP for this park by 5% per year; reduce the LTCR for this park by 10% per year; identify and correct the primary causal factors in employee injuries and illnesses, in particular those behind the 3 top causes of injuries and illnesses; and improve employee productivity and quality of life by providing safe and healthful occupational environments.

Results: Over 1100 training hours were provided to 80 employees. Among the training conducted at NPS were electrical safety, proper lifting techniques/back safety, and hazardous materials storage. There is also a continuous check of the park's five on-going preservation projects to ensure adherence to safety programs.

Overview: In an effort to eliminate serious hazards and achieve a high level of worker safety and health on the Rt. 139 Project covered under NJDOT Contract number 2/001970190, D'Annunzio & Sons, Inc. (D'Annunzio) and the signatory groups have developed a comprehensive partnering agreement. Participants include project stakeholders from government, industry employers and labor. This partnering agreement will facilitate the process of identifying project health and safety performance goals; developing plans for achieving those goals; cooperation in hazard control implementation; measuring and establishing a vehicle to communicate the successes and ultimately learning from the process. Beyond the confines of the Rt. 139 Project, it is projected that this partnership agreement will foster a sustainable working relationship between OSHA, D'Annunzio, NJDOT, and New Jersey area contractors.

Results: The partnership continues to raise safety and health awareness on the project. Through the end of 2007, the partnership has provided 688 hours of safety training for over 1,400 employees. Training sessions included: the 10 Hour Training Course for Managers and the 30 Hour Training Course for Managers.

Overview: Partners in this agreement agree to join efforts to reduce occupational related fatalities and serious injuries or illnesses in the Marine Terminals in which ISA provide stevedoring services in the Puerto Nuevo Port Zone (Piers M, N & O), the Army Terminal and the Sea Star Terminal. This voluntary agreement is consistent with OSHA's long-range efforts to develop a business/labor/government partnership approach to safety management, allows for better use of OSHA's resources and encourages more participation in the safety process by each stakeholder.

Results: Successes in this partnership include a reduction in TCIR and DART from 6.1 to 2.26, a 63% reduction. The goal was a 20% reduction per year from the baseline in 2004. This is also 48.6% below the BLS National Average for 2006. One important issue concerning the classification of recordable cases in Puerto Rico is the fact that all cases reported to the State Insurance Fund are classified by them as work-related cases and days away from work.

Overview: In an effort to eliminate serious hazards and achieve a high level of worker safety and health on the Cross Westchester Expressway I-287 Stage III Project in White Plains, NY (the Project), Yonkers Dragados, J.V., Inc. and the above named groups have developed a comprehensive partnering agreement. Participants include project stakeholders from government, industry employers, labor, and trade associations. This partnering agreement will facilitate the process of: identifying project health and safety performance goals; developing plans for achieving those goals; cooperation in hazard control implementation; measuring and establishing a vehicle to communicate the successes; and ultimately learning from the process.

Results: Safety and health training provided through the partnership included: toolbox talks for crew members and supervisors; respiratory protection; lead awareness and confined space training. In addition, the partnership achieved a TCIR rate of 1.2 during the period from 2005-2007, a 55% reduction when compared to the baseline of 2.65.

This partnering agreement will facilitate the process of: identifying project health and safety performance goals; developing plans for achieving those goals; cooperation in hazard control implementation; measuring and establishing a vehicle to communicate the successes; and ultimately learning from the process. Beyond the confines of this project, it is projected that this partnership agreement will foster a sustainable working relationship between OSHA, Barr & Barr, Inc., and the (signatory construction trade companies).

Results: The partnership improved its performance in 2007, ending the year with a TCIR of 3.6 and a DART of 0.9. The partnership only experienced 8 lost work days since the partnership agreement was signed. Through the partnership, an excellent working relationship was established, resulting in the subcontractors having a more compliant attitude. Specifically, all employees are more aware in their day-to-day work, of not only their safety, but the safety of others. The partners continue to build on the successes of their relationship and are pursuing efforts to utilize the On-site Consultation Service possibly in the next year.

Overview: In an effort to eliminate serious hazards and achieve a high level of worker safety and health on the NY Yankee Stadium Project, OSHA and the above named groups have developed a comprehensive partnering agreement. Participants include project stakeholders from government, industry employers, labor, and trade associations. This partnering agreement will facilitate the process of identifying project health and safety performance goals; developing plans for achieving those goals; cooperation in hazard control implementation; measuring and establishing a vehicle to communicate the successes; and ultimately learning from the process.

The new stadium, with 1.2 million square feet, will have a structural frame consisting of concrete, steel and pre-cast at the seating bowl and exterior façade. The stadium will have seven levels which will be built out to accommodate player locker rooms and support services, concourses, suites, concessions, bathrooms, media areas, and a seating bowl with approximately 50,000 seats. Construction commenced on August 17, 2006 and will be completed by March 31, 2009.

Overview: In an effort to eliminate serious hazards and achieve a high level of worker safety and health on the Goldman Sachs Headquarters/Battery Park City Site 26 Project, OSHA and Tishman Construction developed a comprehensive partnering agreement.

The project involves the construction of a 45 story office building incorporating a Green Building design. At completion, the 2.1 million square feet building will contain business offices, 41 elevators, retail space, and a fitness center. Construction for this project commenced on December of 2005 and is scheduled to be completed in the Fall of 2009. During construction, Tishman Construction will provide the administration and coordination of construction contract(s) and ensure compliance with construction environmental health and safety practices.

This partnering agreement will facilitate the process of: identifying project health and safety performance goals; developing plans for achieving those goals; cooperation in hazard control implementation; measuring and establishing a vehicle to communicate the successes; and ultimately learning from the process.

The project involves the construction of pile and grade beam foundations, a steel frame with long span steel trusses, masonry partitions, metal panel wall system and standing seam metal roofing and the demolition of the existing Shea Stadium, where parking will be developed at the completion of the project. Construction for this project commenced in June, 2006 and is scheduled to be completed on, or about, July 2009.

Torcon, Inc. is serving as the construction manager for the new Geochemistry Building at Columbia University's LaMont Doherty Earth Observatory (LDEO) campus in Palisades, NY. The building is a 70,000 square-foot facility consisting of a structural steel superstructure and a largely curtain wall exterior. The project started during October of 2006, with its anticipated completion in January of 2008.

Overview: In an effort to eliminate serious hazards and achieve a high level of worker safety and health on Harmon Yards – Phase # 3, Slattery Skanska, Ecco III, Edwards and Kelcey, and Parsons Brinkerhoff JV., and the above named groups have developed a comprehensive partnering agreement. Participants include project stakeholders from government, industry employers, labor, and trade associations. This partnering agreement will facilitate the process of: identifying project health and safety performance goals; developing plans for achieving those goals; cooperation in hazard control implementation; measuring and establishing a vehicle to communicate the successes; and ultimately learning from the process.

The project involves a complete build-out of 20 acres at the large Harmon Yard and Shop Complex in Westchester County north of New York City. The work includes the design and construction of two large maintenance shops, one for coaches and MU cars, and one for locomotives. In addition, a new locomotive wash facility is being built, as well as 15 new tracks, upgrades and expansion at two substations, and new K-9 grounds for MTA police dogs.

The project two primary buildings are the new two-story 112,000 square foot Coach Shop and the two-story 65,000 Locomotive Shop. The Coach Shop will be a steel structure with a metal panel system and 8' precast concrete panels at the based. It will accommodate the new coach repair and maintenance functions including scheduled inspections performed primarily in-consist, unscheduled repairs, changeout of all major components, and major repairs including car floor work, truck repairs and overhauls, component cleaning, and cleaning.

Overview: In an effort to eliminate serious hazards and achieve a high level of worker safety and health at the New Meadowlands Stadium construction site, Skanska USA Building, Inc. (Skanska) and the signatory groups have developed a comprehensive partnering agreement. Participants include project stakeholders from business, government and labor. This partnering agreement will facilitate the process of identifying project health and safety performance goals, developing plans for achieving those goals, cooperation in hazard identification and control, measuring and establishing a vehicle to communicate the successes, and ultimately learning from the process. Beyond the confines of the New Meadowlands Stadium Project, it is projected that this partnership agreement will foster a sustainable working relationship between the signatory groups.

The construction of the New Meadowlands Stadium in East Rutherford, New Jersey is being managed by Skanska. When complete, this facility will become the home field for two National Football League (NFL) teams; the New York Giants and the New York Jets. It will be the first facility of its kind built specifically to accommodate two NFL teams. The New Meadowlands Stadium will also be used for concerts and other entertainment and sports activities.

The New Meadowlands Stadium will be a technologically advanced open air stadium with seating for 82,000 spectators. There will also be 217 Luxury Suite Boxes. The facility is being constructed between the existing football stadium and the Meadowlands Race Track. It is expected that the stadium will be ready for the 2010 season.

Overview: In an effort to eliminate serious hazards and achieve a high level of worker safety and health on the New York Jets New Training Facility, Hunter Roberts Construction Group and the signatory groups have developed a comprehensive partnering agreement. The agreement will facilitate the process of identifying project health and safety performance goals; developing plans for achieving those goals; cooperation in hazard control implementation; measuring and establishing a vehicle to communicate the successes and ultimately learning from the process.

The construction of the NY Jets New Training Facility project at Florham Park, New Jersey is being managed by Hunter Roberts Construction Group. Hunter Roberts is proud of the important role as the Construction Manager for Florham Park Development LLC and the New Jersey Sports and Exhibition Authority (landowner) on their project. At the time of the signing, Hunter Roberts Construction Group has started initial site preparation. The site layout for the new facility which will be located on a former Exxon research site that is being redeveloped by a partnership of Gale and the Rockefeller Group. The 27-acre site will house a two-story campus building containing both training facilities for the players and the corporate headquarters for the entire New York Jets organization. Attached to the campus building is a clear span field house, housing a full artificial turf practice field with adequate headroom for practice for the team's "special teams". Adjacent to the campus building are three natural turf fields and an additional artificial turf field, as well as parking, storm water retention, and equipment shed for the field maintenance equipment. During the next phase of the project, Hunter Roberts Construction Group will be providing construction management services.

This project has an estimated completion date of September 2008, and Florham Park Development LLC will be the final owner of the site assets only, with New Jersey Sports and Exhibition Authority being the land owner/lessee for this property. The New York Jets, LLC will be the sole tenant of the new facility.

Overview: In an effort to eliminate serious hazards and achieve a high level of worker safety and health on the Hoffmann-La Roche Inc. Building 76 Façade Replacement Project, Skanska USA Building, Inc. and the signatory groups have developed a comprehensive partnering agreement. This partnering agreement will facilitate the process of identifying project health and safety performance goals; developing plans for achieving those goals; cooperation in hazard control implementation; measuring and establishing a vehicle to communicate the successes; and ultimately learning from the process.

The general scope of this project is to completely remove the energy inefficient and aging glass curtain wall system from Roche's 15-story Building 76 in Nutley, NJ and to replace it with an energy efficient unitized system on the corners of, and along the north and south sides of the building. The existing glass and façade will be removed in a top-down manner and will be re-installed in the opposite configuration from the bottom to the top. Additionally, current plans are to remove the glass panels into the internal portion of the building where they will be staged and removed manually utilizing carts and/or dollies. This project had a start date on or about October 1, 2007 and has an estimated completion and initial re-occupancy date of March 2009.

This partnering agreement will facilitate the process of: identifying project health and safety performance goals; developing plans for achieving those goals; cooperation in hazard control implementation; measuring and establishing a vehicle to communicate the successes; and ultimately learning from the process. It is anticipated that at the peak of this project, Mascaro Construction Company, L.P. and approximately 20 contractors/subcontractors will employ over 200 trades employees.

Mascaro Construction Company, L.P., the general contractor for the United States Courthouse Project, is a commercial construction company headquartered in Pittsburgh, PA, with a workforce of approximately 150 employees. This Project will start in October 2007 and is scheduled to be completed by December 2010.

Overview: In an effort to eliminate serious hazards and achieve a high level of worker safety and health on the 35 West 21st Street Project, Plaza Construction Corporation developed a comprehensive partnering agreement. This partnering agreement will facilitate the process of: identifying project health and safety performance goals; developing plans for achieving those goals; cooperation in hazard control implementation; measuring and establishing a vehicle to communicate the successes; and ultimately learning from the process.

Plaza Construction Corporation is the Construction Manager for the construction of two connected residential buildings – one 8 stories and the other 15 stories. A total of 130,000 square foot of space will be built. The project is scheduled to begin October 2006 and to be completed in the winter of 2008. During construction, Plaza will provide the administration and coordination of construction contract(s) and ensure compliance with construction environmental, health, and safety practices.

Torcon is the Construction Manager for the new LaGuardia Airport Traffic Control Tower facility for the Federal Aviation Administration. The project consists of a nineteen (19)-story Air Traffic Control Tower, a two (2) story administrative base building with a basement and a one (1) story environmental support building for use as the new facility by the Federal Aviation Administration. Site utilities, finish grading, paving, hardscape, landscaping, communication ductbank, communication cable installation and relocation of existing utilities are all part of the scope. Construction for this project will commence in the first quarter of 2007 and is scheduled to be completed in the first quarter of 2009. Overview: The purpose of the agreement is to develop a statewide industry cooperative partnership between the construction industry, labor and government. This partnership will encourage New Jersey's contractors to achieve a high level of worker safety and health and to improve their safety and health performance, assist them in their efforts to eliminate serious hazards, promote cooperation and networking among participating organizations, to recognize contractors with exemplary safety and health programs, and to encourage participation in the Voluntary Protection Programs (VPP). Another purpose of this partnership is to educate workers in a way that will prevent accidents, incidents, permanent injuries and life threatening situations while working on various projects in New Jersey.

Implementation of this partnership is expected to result in decreased serious injuries, illnesses, and fatalities for participating contractors and improvement of the participants' existing safety and health programs. This agreement provides incentives for construction contractors that voluntarily participate in the BCANJ C.I.S.P. and demonstrate implementation of effective safety and health programs.

Expected outcomes of the partnership include: allowing OSHA to focus resources toward contractors who wish to improve their safety and health programs for their employees; developing criteria for a model contractor safety and health program; mentoring of others in the state of New Jersey's construction industry by partnering with member contractors; and making new safety and health materials available to all contractors who are members of this partnership. The partnership will provide incentives to participating contractors who voluntarily improve their safety and health performance. Incentives will include special recognition from OSHA, commensurate with their level of safety and health achievement.

The partnership will be available to all contracting firms that are members of the Building Contractors Association of New Jersey and will be conducted within the state of New Jersey.

The Caithness Long Island Energy Center (LIEC) is a highly efficient 1x1 natural gas fired combined cycle project. The project includes one Siemens PG SCC6-5000F combustion turbine generator, one heat recovery steam generator, a Siemens condensing steam turbine generator and auxiliary plant equipment. At full operating capacity, the Caithness LIEC will have a capacity of 350 MW during summer conditions.

The project will be built on a 96-acre site, centrally located in a large industrial area in Brookhaven, NY and is scheduled for completion in February 2009.

Overview: This partnership between the OSHA Avenel, NJ Area Office, Torcon, Inc. at the J&J Sterilization Process Technology Relocation Project (SPTR), the Somerset County Building and Construction Trades Council and the NJ Department of Labor and Workforce Development On-Site Consultation Program, is a joint effort to heighten awareness of safety and health hazards, improve safety and health performance, reduce accidents and incidents resulting in medical treatment, days away from work, restricted work activity or job transfer, as well as minimize the costs of insurance and worker’s compensation for Torcon employees and all on-site contractors working on this project. This partnership features the development and continued improvement of a comprehensive site-specific safety and health management system. The Partnership aims to have a measurable, positive impact on preventing occupational fatalities, injuries and illnesses. It is expected that all on-site contractors will have a high degree of involvement in the terms of this Partnership Agreement.

The project involves relocation of the Sterile Processing Technology group from North Brunswick, NJ to 930 Route 202 South in Raritan, NJ. At this new location, the group will require a sterile processing area, analytical chemistry and microbiology laboratories, offices, a training room, document control room and associated support spaces. This requires an addition to the existing building located on the Raritan campus.

Expected outcomes of this Partnership include: developing model criteria for a multi-employer worksite safety and health program; making safety and health information available to all Subcontractors onsite; achieving participant recordable illness and injury rates below the national average for the construction industry; and providing the 10-Hour Outreach Training Course for Subcontractor foremen and stewards on the jobsite.

The Jersey Shore University Medical Center expansion project consists of the construction of: a Northwest Pavilion, a five story tower wing; a Diagnostic and Treatment Pavilion, a three story wing; and a centrally located Atrium. The expansion project will add in excess of 380,000 square feet to the medical center and is anticipated to be completed by 2010.

The L.F. Driscoll Company is a Bala Cynwyd, Pennsylvania based construction company that has provided general contracting services in New Jersey; Pennsylvania; Delaware; and Maryland since 1929.

Overview: The OSHA Puerto Rico Area Office and the US Virgin Islands National Park - Coral Reef National Monument agree to work in partnership to improve the safety and health throughout the park by raising the employees’ awareness of hazards inherent to the tasks they perform. The goals of this partnership agreement are: 1.) establish a safe and healthful environment within the Park by building a safety and health culture, which will move the park toward the goal of zero loss to human and material resources; 2.) improve the ability to identify and abate unsafe practices and conditions; and 3.) utilize available resources in the implementation of the Park’s safety/health program.

The Partnership will focus in particular, on construction industry-related hazards such as falls; trenching and excavation; struck by; electrical; and health hazards associated with crystalline silica exposure during construction activities.

The addition and renovation project will consist of construction of a 93,000 square foot addition and renovations to the existing Kirner Johnson Building at Hamilton College in Clinton, NY. Built in 1968, the Kirner Johnson Building houses the departments of government; economics; communications and the offices of the Dean of Students and the Registrar. The new structure will be structural steel frame with roof top mechanical systems. The envelope finishes will consist of curtain wall, punched windows, skylight, copper cladding, and pre-cast concrete panels.

The project is scheduled to be completed in the early fall of 2009.

The goals of this Partnership include eliminating construction industry-related hazards such as falls; electrical, caught in; caught between; struck-by; trenching and excavation; and injuries and illnesses associated with employee exposure to crystalline silica during construction activities. In addition, the Partnership will focus on developing a contractor-government working relationship that will encourage local construction and subcontractors involved in the project to improve their safety and health performance; increase employee involvement in safety program management and site conditions; and provide employee safety and health training.

The Carousel Mall Expansion Project is a large construction project involving 800,000 square feet expansion of current retail space located adjacent to the Carousel Mall. The construction project includes cast in place concrete, precast concrete and steel.

The Cianbro Corporation, a heavy construction contractor based in Pittsfield Maine, will work closely with Destiny USA Inc., owner of the Carousel Mall. The project is scheduled to be completed in December 2008.

Overview: On March 7, 2008, OSHA and the Utility and Transportation Contractors Association of New Jersey (UTCANJ) signed a partnership agreement to develop a New Jersey statewide industry collaboration between the construction industry; labor; and government. The partnership will focus on improving worker safety and health in the New Jersey construction industry; and establishing an environment of cooperation among the participating organizations. The partnership will encourage New Jersey’s contractors to improve their safety and health performance; assist them in their efforts; and recognize contractors with exemplary safety and health programs. The partnership will be available to all heavy-highway, marine, utility, and environmental remediation contracting firms that are members of the UTCANJ.

Implementation of this agreement is expected to result in decreased serious injuries, illnesses, and fatalities for participating contractors and improvement of the participant's existing safety and health programs. The goals of this partnership include: to reduce by 4% annually, the number of injuries and fatalities affecting participant employers, with an emphasis on reducing injuries and fatalities resulting from construction industry hazards; decrease contractors’ Experience Modifier Rate (EMR) and/or workers compensation costs from the time of application throughout the term of the partnership; increase the implementation of effective contractor safety and health programs; increase accessibility to quality safety and health training and education by providing OSHA 30-hour training to all field supervisory employees of participating contractors and providing the OSHA 10-hour Construction Safety & Health course to a minimum of 10 % of all workers per year throughout the term of the partnership.

UTCANJ and OSHA have a history of cooperative efforts, alliances, and strategic partnerships dedicated to improving safety and health among contractors in New Jersey.

UTCANJ and OSHA have worked cooperatively, with other agencies and organizations, to establish the nationally recognized New Jersey Highway Workzone and New Jersey Pilot Silica Partnerships. The UTCANJ continues to work cooperatively in the development of the New Jersey Silica Engineering Control Research Alliance, the first of its kind in the U.S.

The Partnership will focus in particular on construction industry hazards such as: falls, struck-by, electrocution, and caught-in between hazards.

The project involves the construction of a cast-in-place concrete building, steel-access platforms, fabrication and instillation of process mechanical equipment and piping system. The project is scheduled to be completed in April, 2012.

Founded in 1887, Skanska is a construction group with expertise in construction; development of commercial and residential projects; and public-private partnerships. Skanska is headquartered in Stockholm, Sweden with about 60,000 employees active in selected home markets in Europe, the U.S. and Latin America.

Since 1909, the General Contractors Association of New York, Inc. has been providing its services to New York City’s heavy construction contractors and engineers. The General Contractors Association was formed in 1909, when a group of construction companies banded together to help government agencies and private industry build for sustainable growth.

Goals of the partnership include: achieving a project DART rate that is 25% less than the national average for Standard Industry Code 1542; and encouraging local construction subcontractors involved in the project to improve their safety and health performance. The partnership will focus in particular on construction industry hazards such as falls; electrocutions; caught in; caught between; struck-by and exposure to lead during construction activities.

Worth Construction Co., Inc. is the general contractor for the Ridge Hill, Phase I project which includes the construction of the core and shell for five buildings, with three attached pedestrian bridges. The buildings and bridges consist of structural steel frames with poured concrete floors on metal decks. External components consist of pre-cast concrete; panel; masonry; External Insulation Finishing System (EIFS) and other façade materials. In addition, the project covers construction of pile and grade beam foundations; a steel frame with long span steel trusses; masonry partitions; metal panel wall system and standing seam metal roofing.

When completed, Ridge Hill in Yonkers, New York, will be a dynamic, mixed-use destination. The project will feature about 1.3 million square feet of retail space, including shopping, restaurants and entertainment. It will also include about 160,000 square feet of office and research facilities, as well as a hotel and conference center. Ridge Hill’s residential component will comprise up to 1,000 apartments, of which 200 will be for over-55 active adults and 135 will be affordable units.

The project is scheduled to be completed during December, 2009.

Overview: In a joint effort to heighten awareness of safety and health hazards; improve safety and health performance; and reduce accidents and incidents that may result in medical treatment; days away from work or restricted work activity or job transfer, OSHA, and Holder Construction Company; the Middlesex County Building and Construction Trades Council and the New Jersey Labor and Workforce Development On-Site Consultation Program signed a Partnership agreement on July 16, 2008.

Goals of this partnership include: to attain a project TCIR and DART rate which is at least 25% below the latest national average for NAICS code 2362; to reduce workplace fatalities in construction by 15% by 2008 (3% reduction per year); reduce workplace injury and illness in construction by 20% by 2008 (4% reduction per year) and to develop and improve comprehensive site-specific safety and health management systems. The partnership will focus in particular on construction industry hazards such as: falls from elevation; electrocution; caught-between and struck-by hazards.

The NJ1 Data Center Project involves construction of a new data center for DuPont Fabros from the ground up. The new building will be a two-story structure consisting of a main level and a mezzanine. It will occupy a footprint of approximately 1000 feet by 300 feet, with a southwest-facing central protrusion for office space. Essentially, it will be a secure shell with necessary utilities for data equipment, offering 90,000 square feet of portioned leasable space. The building will contain communication interface equipment; uninterrupted power units; generators; switching gear and chiller equipment for computer cooling. A raised floor will be provided for wiring. The project is scheduled for completion sometime in 2009.

Established in 1965, Holder Construction Company is a general contractor and construction management firm, headquartered in Atlanta, GA, with satellite offices in Phoenix, Charlotte and Washington, DC. Holder Construction Company is acting as both general contractor and construction manager at the NJ1 Data Center Project.

Overview: Pursuing efforts to reduce workplace fatalities by 3% each year, and reduce the total Rate of Days Away from Work by 4% each year, OSHA; Torcon, Inc.; Monmouth County Building and Construction Trades Council; and Ocean County Building and Construction Trades Council signed a partnership agreement during construction of the Monmouth University Multipurpose Activity Center (MAC).

Some of the goals of the Partnership include: maintaining the DART (cases with days away from work, restricted or transferred) rate below the national average for the commercial construction industry and to further reduce the level of recordable injuries by at least four percent annually for the duration of the partnership. The Partnership will focus in particular on construction industry hazards such as: falls, struck-by, electrocution, and caught-in between hazards.

The Project will encompass approximately 152,400 square feet of new building space in the activity center. The new building will consist of a structural steel superstructure with a masonry and curtain wall exterior. This new state-of-the-art facility will include a 4,100 seat multipurpose arena; 200 meter, 6-lane indoor track and field facility; a student fitness center and a new university bookstore. The project is scheduled for completion in about 24 months.

Torcon, Inc. received its VPP "Star" approval from OSHA in July 2007 for its Red Bank, NJ headquarters.
