The Highway Construction Plan is prepared in accordance with ORS 184.654 to 184.666. It is a component of the department's biennial budget.
 
The Highway Construction Plan describes specific projects the department will implement during the biennium in five components of its Highway Program: Bridge, Highway Safety, Modernization, Operations, and Pavement Preservation. Projects in the Highway Construction Plan were selected using the public involvement process of the Statewide Transportation Improvement Program (STIP), including consultation with local governments.
 
The department reports on its implementation of the Highway Construction Plan after the end of each quarter. The department notifies the Legislature of any projects it intends to implement that were not listed in the initial Highway Construction Plan as part of the quarterly report.
   
   

  

2005 – 2007 Highway Construction Plan 

 
 
The 2005-2007 & 2007-2009 Highway Construction Plans were prepared in the format required by ORS 184.654 to 184.666 as these sections were amended in 2005. The reports list the projects that the department is implementing or planning in each county. The entry for each project provides the project location, a brief description, its work type (see page iv for a description of the work types), and its current status. A project’s status is:

Construction Complete:
Project is complete, but may still be pending final payment to the contractor.
Under Construction:
Construction work has started, or is scheduled to start, and a contractor has been awarded the construction contract
Construction Funding Committed:
Project is either anticipated to go to contract within the biennium or pre-construction work is anticipated to begin during this time frame.
Under Development:
Project has received Oregon Transportation Commission approval to begin preliminary development work, but is not approved for construction funding.
 

2003 – 2005 Highway Construction Plan
 
 
The 2003-2005 Highway Construction Plan was prepared in the format required ORS 184.654 to 184.666. The report is broken down by status categories, further broken down by ODOT Region and then by Work Type (see page iv for work type descriptions).
Under Development:
Project has received Oregon Transportation Commission approval to begin preliminary development work but is not approved for construction funding.
Funding Committed:
Project is either expected to go to contract letting within the second year of the biennium or pre construction work is anticipated to begin during this time frame.
Project Committed:
Project is expected to go to contract letting within the first year of the biennium and a let date has been scheduled.
Under Construction:
Work has started or is scheduled to start and a contractor has been awarded the construction contract.
Open to Traffic:
Project is complete but may still be pending final payment to the contractor. Project names and work descriptions have been modified throughout this document in order to improve readability and comprehension. Because of this, some project may not appear consistently in prior publications. Future versions of the Highway Construction Plan and Statewide Transportation Improvement Program will incorporate this modified, simpler format.
