The Office of the Deputy Under Secretary of Defense for Civilian Personnel Policy (CPP) is the Department's human resource policy office. CPP formulates plans, policies, and programs to manage the department of defense civilian work force effectively, efficiently, and humanely. CPP supports the Military Departments and Defense Agencies with policy leadership and with personnel services through the Civilian Personnel Management Service. The Office also manages the nonappropriated fund personnel system and provides guidance for the foreign national employment program within the Department.

Specifically, the Civilian Personnel Policy office:

  • Develops and issues civilian personnel plans, policies, and programs in these areas:
    • recruitment, employment, and retention
    • education, training, and leadership development
    • performance management and awards
    • classification, compensation, and benefits
    • labor and employee relations
    • civilian personnel administration
    • rightsizing, reduction in force ( RIF ), and outplacement
    • executive resources management
    • recognition and performance incentives
    • human resource data system development and management
    • research on human resource issues
  • Oversees the Department's civilian drawdown and workforce reshaping, ensuring that they are implemented humanely and efficiently
  • Prepares plans and programs to streamline and improve personnel management.
  • Manages the Department's Defense Leadership and Management Program.
  • Develops legislative and regulatory proposals to achieve the administration's human resources goals.
  • Develops the research base necessary for informed policy making in all areas of civilian personnel management.

Our top priorities are to manage the following both domestically and internationally:

  • Managing the downsizing and workforce reshaping both humanely and efficiently;
  • Streamlining and improving the management and related processes of civilian personnel;
  • Improving the post-secondary education and professional development of DoD's civilian workforce, particularly its prospective leaders; and
  • Strengthening labor-management relations.
