The Authority denied the Agency's exceptions to the Arbitrator's award ordering the Agency to pay local Union representatives travel and per diem expenses for representing the Union in connection with matters outside the local Union's jurisdiction. The Authority concluded that the award did not fail to draw its essence from the parties' agreement, or that it was contrary to law. The Authority noted that the Agency had not shown that the provisions of the agreement addressed by the Arbitrator were sufficiently ambiguous so as to give room for a reasonable differing interpretation.
