The Multilateral Negotiations and Industry Analysis Branch (MNIA) leads the FCC’s involvement in multilateral negotiations and international telecommunications industry analysis. The MNIA is primarily responsible for FCC participation in the International Telecommunication Union Telecommunications Standardization (ITU-T) and Development (ITU-D) Sectors as well as the major multi-sector ITU conferences.MNIA is also responsible for FCC participation in the Organization for Economic Cooperation and Development (OECD).

As the subject matter experts for the State Department on a large number of telecommunications and development issues, such as Internet Protocol Telephony, Internet charging arrangements, ENUM, accounting rates, network security, universal service, mobile termination issues and International numbering resource, the FCC, through MNIA, plays a critical role in these international meetings.

MNIA is responsible for preparation for major multinational conferences, such as the ITU Plenipotentiary Conference, the ITU Council meetings the World Summit on Information Society (WSIS) the ITU World Telecommunication Standardization Assembly (WTSA), and the ITU Telecommunication Development Conference.

In addition to representing the FCC at the ITU and OECD, MNIA is also responsible for industry analysis of global and foreign communications markets. As part of the on function, MNIA has responsibility for analyzing analysis and publishing an annual report international traffic and revenue data that is submitted by international carriers pursuant to Section 43.61 of the Commission's rules.

Contribute to the Bureau's MNIA staff also publishing Working Papers on subjects of inters to the the staff.

  • Linda Blake, Telecommunications Specialist. Responsible for international traffic and revenue statistics, section 43.61 of the Commission's rules, international telecommunications between the U.S. and international points, carrier submissions, and trends and developments in international telecommunications.
  • Donna Christianson, Program Manager. Responsible for all aspects of the branch coordination.  In addition, responsible for outreach on international disability issues.
  • Kiran Duwadi, Senior Economist. Responsible for economic issues in international communications markets with special emphasis on universal service; accounting rates and economic development; media competition, including concentration /ownership, cable and satellite competition; interconnection, including fixed to mobile termination; and regulatory issues related to Voice over Internet Protocol (VOIP)
  • Roxanne McElvane, Senior Counselor, International Development. Responsible for policy and regulatory matters in ITU-D Study Groups 1 (Strategies and Policies) and 2 (Networks and Services), including interconnection, universal service, tariff and enforcement policies. Also responsible for intra and inter-agency coordination on international development issues, TDAG, the organizational arm of ITU-D and WSIS.
  • Richard Nunno, Technology Policy Analyst. Responsible for technical standards and innovation in the global telecommunications market with special emphasis on spectrum policy; wireless services and applications, including 3G and digital television; technical standards, including international Mutual Recognition Arrangements; satellite services; Internet issues such as digital copy protection, and Internet file sharing; international spam concerns; and issues related to other new technologies and services, such as ultrawideband, software-defined radio/cognitive radio, and VOIP.
  • Irene Wu, Director of Research. Responsible for political economy issues in global and foreign communications markets with special emphasis on the formation and development of national regulatory agencies; supply of and demand for broadband Internet service; convergence of telecommunications and broadcasting regulatory regimes; and digitalization of communications services and intellectual property rights. Also represents the Commission to the Organisation of Economic Cooperation and Development.
