Subject: Processing Deposits for Credit to Treasury's General Account (TGA) Through Treasury's General Account Deposit Reporting Network (TGAnet) System

1. Purpose

This TFM bulletin provides requirements for Federal Program Agencies (FPAs), financial institutions (FIs), and others concerned participating in the phased implementation of the TGAnet System to process deposits to the TGA. The phased implementation will begin on March 30, 2005.

2. Background

The TGAnet System will enhance the Financial Management Service's (FMS') ability to manage the Government's finances effectively, improve financial performance, and expand electronic Government by providing FPAs the ability to enter summary detail accounting information at the point of collection. The TGAnet System will collect lower level information (accounting subtotals) in addition to the summary deposit information (Agency Location Code) currently required on the SF 215 (Deposit Ticket). FPAs can use this information in their accounting systems to expedite classification and settlement of funds and to eliminate entry of data into multiple systems and the resulting errors. In addition, this information will support Treasury's redesigned central accounting system (Governmentwide Accounting and Reporting Modernization Project). By streamlining the over-the-counter (OTC) collection process, the TGAnet System will allow FPAs to complete deposits for OTC receipts in a secure, Internet-based system.

Currently, FPAs processing OTC collections cannot associate collected funds with accounting information until they report the SF 224 at the end of the month. Accordingly, FMS cannot view the Treasury Account Symbol classification until the FPAs report accounting information for OTC collections on SF 224s. The TGAnet System will provide FMS and the FPAs access to the accounting data for OTC collections in near real-time.

The supporting accounting information submitted with summary level deposit reporting will electronically feed both the agency's administrative accounting system and FMS' redesigned central accounting system. Furthermore, the TGAnet System will provide online deposit reporting that will allow agency entry and bank confirmation/adjustment of deposit reporting data. Processing TGA deposits through the TGAnet System will eliminate the current multiple-copy paper SF 215 and SF 5515 (Debit Voucher) forms and redundant data entry of accounting and deposit information. FPAs will enter the TGAnet deposit report information, which FIs will view and electronically confirm. Then the TGAnet System will transmit the deposit report into CA$HLINK II, eliminating the need for FIs to reenter the data from paper forms.

3. FPAs and FIs Processing Deposits for Credit to the TGA Through the TGAnet System

For matters concerning TGA deposits for credit processed through the TGAnet System, FPAs will comply with the TGAnet System training materials, user manual, and the help screens available from the application. These FPAs will not be subject to the following TFM instructions regarding the processing of SF 215s and SF 5515s:

These TGA depositaries will not be subject to procedures regarding the processing of SF 215s or SF 5515s contained in V TFM 1-2000: Deposits for Credit to Treasury's General Account.

TGA depositaries will recognize deposits processed through the TGAnet System by the presence of a TGAnet Deposit Ticket and the absence of an SF 215 with the deposit.

4. FPAs and FIs Not Processing Deposits for Credit to the TGA Through the TGAnet System

For matters concerning deposits for credit to the TGA not processed through the TGAnet System, FPAs and FIs will be subject to instructions regarding the processing of SF 215s or SF 5515s as defined in the TFM chapters identified in paragraph 3.
