David H. Hugel FMCSA Deputy Administrator
David H. Hugel is the Deputy Administrator for the Federal Motor Carrier Safety Administration (FMCSA) at the U.S. Department of Transportation (DOT). He joined FMCSA on May 30, 2006, after serving 3 years as the Administrator for the Maryland Motor Vehicle Administration (MVA).
Prior to his MVA service, Mr. Hugel worked as an on-site consultant for DOT assisting the FMCSA and the Federal Highway Administration's (FHWA) Office of Motor Carriers. In this role, he was involved in a variety of issues ranging from implementation of congressionally mandated changes for commercial driver's licenses to a comprehensive review and revision of Federal Motor Carrier Safety Regulations.
From 1987 to 1995, Mr. Hugel was Director of Government Affairs for the American Association of Motor Vehicle Administrators (AAMVA). He has lectured nationally on criminal justice and highway safety legal issues for AAMVA, the American Bar Association, and the FHWA, among others.
Mr. Hugel is a Vietnam War veteran having served 4 years in the United States Marine Corps. He has Juris Doctor and Master of Science in Criminal Justice degrees from the University of Baltimore.
