The Population Leadership Program (PLP)
A project of The Public Health Institute (PHI)

Started in 1994

Program Objectives

To provide excellent technical assistance to USAID in the following areas:

  1. Recruitment, placement and program support of mid- to senior-level family planning, reproductive health and HIV/AIDS professionals in USAID positions in Washington, D.C. and overseas
  2. Leadership and professional development opportunities for fellows and select USAID employees
  3. Organizational development support to USAID

Program Description

Recruitment and Placement

  • PLP refers a slate of qualified candidates to USAID using a large, established network of contacts, professional organizations, websites and publications.
  • Dedicated to USAID's unique needs for specialists in international health, reproductive health and family planning, HIV/AIDS, PMTCT and Maternal and Child Health both for Washington, D.C. and overseas positions, PHI has successfully recruited senior professionals in 9 of the 15 President's Emergency Plan for AIDS Reduction countries.
  • PLP has placed more than 120 mid- to senior-level advisors in USAID-funded health programs around the world.
  • Since 1994, PLP has placed and supported advisors in the following locations: Armenia, Benin, Bolivia, Cambodia, Cote d'Ivoire, Ethiopia, Georgia (former USSR), Ghana, Guatemala, Indonesia, Kenya, Madagascar, Morocco, Namibia, Nepal, Paraguay, Peru, Philippines, Rwanda, Senegal, South Africa, Switzerland, Tanzania, Thailand, Uganda, Vietnam, Washington, D.C. and Zambia.
  • PLP has placed fellows in USAID-funded positions with other organizations, including the World Bank, WHO, the Elizabeth Glaser Pediatric AIDS Foundation (EGPAF), the Adventist Development and Relief Agency (ADRA), and Baragwanath Hospital in South Africa.
  • PLP has relationships with Minority Serving Institutions and has created an HBCU faculty sabbatical program for USAID.

In addition to experience and education specific to each position, candidates generally have a Masters in Public Health, 5-10 years experience in the field, experience working in a developing country and US citizenship.

Professional Development and Leadership

The three professional development areas we work in are: Leadership & Management- PLP's focus is on Knowledge Sharing as the theme that provides the foundation for professional development. To accommodate a highly interactive and changing environment, we provide planned seminar offerings, just-in-time events, coaching, and consulting support, as well as continuous learning support.

Technical Skills- Professionals at USAID work in an environment characterized by change, emerging technical challenges and a constantly growing knowledge base. Helping to build capacity in technical content such as HIV/AIDS, is an important aspect of PLP's work.

USAID Context- Skill and motivation result in outstanding performance and are two important aspects of USAID's success. PLP listens to its fellows. As a result, we have developed an orientation program to accelerate the integration of newcomers to the Agency. PLP is working to ensure that the linkages between the fellows and managers in USAID are supportive and afford greater ease of entry and contributions with more impact.

Length of Fellowship

PLP Fellowships are two years in duration, with a possible renewal for an additional two years.
