The Operations Unit is centrally located in the Right of Way Section's Headquarters Office in Salem. This unit includes include the Alternate Dispute Resolution (ADR) program and condemnation case liaison in collaboration with the Oregon Department of Justice.
The ADR program consults and provides technical guidance in the selection of property acquisition cases that are appropriate for mediation or other dispute resolution procedures and manages the cases from inception through resolution. The unit processes all condemnation files to the complaint stage, and makes timely court filings to assure that the project certification deadlines are met.
The Operations Unit is also responsible for the oversight of phase 2 of the Right of Way Data Management Systems (RWDMS) project. This project has captured data and information from paper maps and files and transformed them to electronic, digital images, stored in a database.
