1990 - 1993
Citizens Telecommunications Company of New York did not exist as an operating
company.
1994
Citizens Utilities Company acquired Contel of New York d/b/a GTE New York
operating company and its study area jurisdictions from GTE Corporation on
7/1/1994. Citizens created operating company Citizens Telecommunications
Company of New York with the same study area jurisdictions.

1995 - 1999
Citizens Telecommunications Company of New York had no changes during this
period.
1997 - 1998
When Citizens became an elective price cap carrier in 1997, it was required to
begin filing ARMIS 43-05 Reports at the holding company (CTTC) and study area (CTUP,
CTRH, CTWC) levels. However, Citizens filed no individual study area data for
1997. Instead, it provided rolled-up study-area data at the operating
company level (CTNY). The ARMIS Data Retrieval System, having been designed
to follow Commission rules, does not display the 1997 data, and Citizens has
refiled the data under CTUP--this is the way Citizens filed its 1998 data. Both
1997 and 1998 results represent roll-ups of individual study area data, filed
under CTUP. (The COSAs CTRH and CTWC will show zero data.)
1999 - 2007
Citizens Telecommunications Company of New York had no changes during this
period.
