1990 - 1994
During this period, the carrier was originally called Citizens Utilities
Company of California and had one study area jurisdiction: California. During
1993 and 1994, the company was above revenue threshold and filed the required
ARMIS Reports.
1995
On 12/31/1994, Citizens acquired additional access lines from GTE Corporation.
Citizens Utilities Company of California became known as Citizens
Telecommunications Company of California, though it kept the same study area
jurisdiction it had under the previous name. During this period, the company
fell below revenue threshold.

1996 - 1999
Citizens Telecommunications Company of California had no changes during this
period.
2000
During this period, Citizens purchased study areas and exchanges from a number of
ILECs, which required it to reorganize its corporate structure. Citizens
Telecommunications Company of California, formerly an operating company/study
area, was disaggregated into a separate operating company and study area. The
study area continued with the original COSA (CUCA) and the operating company
was given a new COSA (CTCC).

2001 - 2004
Citizens Telecommunications Company of California had no changes during this
period.
2005
Citizens Telecommunications Company of California has reached the revenue
threshold, again. (Note: This operating company fell below the threshold in 1995.)
This requires Citizens to resume filing the ARMIS Summary Report (43-01) for
CUCA, and the ARMIS Operating Data Report (43-08) for CTCC. Citizens will
continue filing the ARMIS Service Quality (43-05) Report for CUCA.
2006 - 2007
Citizens Telecommunications Company of California had no changes during this period.
