STD Prevention Program

Breaking the chain of infection includes assessing risk and screening at-risk individuals for STD/HIV, timely medical management of patients infected with STD/HIV, and medical referral of their sex or needle-sharing partners for examination and treatment as needed. Therefore, the Department of Health established a comprehensive and integrated STD Prevention Program in 1971. With the changing epidemiology of STD in Hawaii, the STD/HIV Prevention Program has evolved to meet the needs of the community. The STD/HIV Prevention Program (SPP) has a statewide responsibility to:

  • Provide clinical services including testing and treatment services;
  • Provide individualized, client-centered counseling and referral services for the patient and their partners including getting partners for examination and/or treatment and reducing their risk for future infections;
  • Provide STD consultation, education, and training;
  • Evaluate epidemiological activities to monitor disease patterns and to identify at-risk groups so that early intervention may be developed and implemented; and
  • Develop STD program activities and evaluation.

Based in O‘ahu, the Program is staffed with specialty-trained physicians, nurses, social worker, STD/HIV Disease Intervention Specialists, administrative support staff, and medical microbiologist. SPP provides support and guidance to the STD Prevention Program for the three (3) District Health Offices. The District Health Offices are staffed with HIV/STD Disease Intervention Specialist, public health educator, and an epidemiologist who have multiple disease responsibilities including STD control.
