Ashland FRO StaffBiologists, technicians and administrative staff utilize their skills, abilities and dedication to independently and together fulfill the mission of the Ashland NFWCO.  Employees must be trained, equipped and supported in order to perform their jobs safely, often under demanding environmental conditions, and to keep current with the constantly expanding science and technology of fish and aquatic resource management and conservation.

Frank leads the inland fishery and Tribal assistance focus area and provides backup administrative support to the station project leader. Frank also edits the Focus on Fish & Wildlife and Midwest Tribal Aquaculture Network newsletters and is the primary producer of outreach products including our station web page.

Henry Quinlan is the Fishery Chief for Lake Superior fisheries activities and is the point person for office involvement in Great Lakes fisheries projects.  He works to address Lake Superior Fish Community Objectives, particularly those related to lake sturgeon and brook trout rehabilitation. He provides fishery management assistance to federal, state and tribal fishery agencies, primarily for assessment and management of coaster brook trout, and leads fishery activities that support the 2000 Consent Decree in 1836 Treaty waters. Henry also serves as the U.S. Co-chair of the Binational Program Aquatic Community Committee and is a coordinator of the Great Lakes Lake Sturgeon Coordination Meetings.

Pam Dryer is the Habitat Chief of the Ashland NFWCO.   As the Habitat Chief, Pam leads cooperative conservation efforts throughout the Lake Superior Basin in support of the Great Lakes Basin Habitat Partnership effort under the National Fish Habitat Action Plan.  She is also co-chair of the Lake Superior Terrestrial Wildlife Communities Committee for the Binational Program.

Ted serves as the Upper Great Lakes Program Manager for the Coastal Program - Great Lakes. He leads and coordinates the Partners for Fish and Wildlife Program in an 8 county area in northern Wisconsin and regionally coordinates with the Bureau of Indian Affairs on Circle of Flight Program waterfowl and wetland restoration partnerships. Ted manages the Fish Passage Program in the Lake Superior basin. He also is a member of the Terrestrial Wildlife Committee of the Lake Superior Binational Program, leads a waterfowl survey at Whittlesey Creek NWR, provides Tribal fish and wildlife technical assistance, and participates in other fish and wildlife surveys, planning and restoration projects.

Plans, coordinates, and provides technical assistance with activities relating to management of aquatic invasive species, especially Eurasian ruffe.  Works to achieve the goal of the Ruffe Control Plan, preventing and/or delaying the spread of ruffe in the Great Lakes and inland waters. Goal achievement involves coordinating & implementing eight elements of the Ruffe Control Plan in Lake Superior Basin waters, and coordinating ruffe surveillance activity in the Great Lakes. These elements include surveillance, ballast water & bait-fish management proposals, population investigation & reduction, fish community monitoring, education, and support of the Chicago Waterways Electrical Demonstration Barrier with early detection monitoring assistance. Senior author of the annual Great Lakes Basin Ruffe Surveillance Report. Co-chair of the Chequamegon Bay Zebra Mussel Task Force. Co-leads annual forage fish assessment in Red Lake, Minnesota, in support of walleye management. Leads fish collections for research employing the use of bottom trawl gear. Assists with annual woodcock survey and other fishery and wetlands projects. Maintains station vehicle and small boat fleet and also shares station purchasing authority.

Provides technical assistance in support of the U.S. v. Michigan Consent Decree of the 1836 Treaty waters of Lake Superior. Collects fishery data to help develop models for total allowable catch for commercial and tribal fishers in the treaty waters. Conducts mussel surveys with partners.  Station Fish Passage Program Coordinator and captain of R/V Chub.

 


The Ashland NFWCO welcomes questions or comments about fish and wildlife resources or about the programs of the Fish and Wildlife Service. Members of the staff are available for presentations to schools, civic groups, and others interested in fish and wildlife resources.
