Abstract:Dr. Vernon E. Wilson (1915-1992) was a nationally known leader in medical education and an innovative administrator of medical programs in academia and government. Although the collection covers the years 1953 through 1981, the bulk of the records were created in the 1970s.

Biographical Note

Dr. Vernon E. Wilson (1915-1992) was a nationally known leader in medical education and an innovative administrator of medical programs in academia and government. Born in 1915 to farm parents in Plymouth, Iowa, Dr. Wilson delayed his college education during the Great Depression and worked as a mechanic to assist his family in keeping the family farm. He served with the Navy in the Pacific during World War II, and earned his M.D. degree on the G.I. bill in 1953 from the University of Illinois in Chicago. Although Dr. Wilson was trained in pharmacology, he never hung up his shingle for private practice. Immediately after graduation, he became an Assistant Professor of Pharmacology and Assistant Dean of Student Affairs at the University of Kansas.

In 1959, Dr. Wilson became the Dean and Director of the University of Missouri Medical Center at Columbia. While at the University of Missouri in the 1960s, he held the positions of Executive Director for Health Affairs (1967-1968) and Vice President for Academic Affairs (1968-1970). In the late 1960s Dr. Wilson gained a well-respected reputation as the Coordinator of the successful Missouri Regional Medical Program. Regional Medical Programs (RMPs) were established as a result of the Heart Disease, Cancer, and Stroke amendments to the Hill-Burton Act passed by the Lyndon B. Johnson Administration in 1965. The goal of the legislation was to fund and facilitate coordinated regional efforts to conduct medical research and training, provide better delivery of health services, and widely disseminate medical information. As one of the first promising RMPs after the legislation, the Missouri RMP became the model program for other RMPs throughout the country. In Dr. Wilson's early years at the University of Missouri, he flew his single engine plane to rural areas in Missouri to establish links between physicians throughout the state and the University of Missouri School of Medicine. These efforts paid off in later years when he coordinated the Missouri RMP.

Wilson's skills as an administrator and his familiarity with RMPs led to his appointment in 1970 as the Administrator of the newly-formed Health Services and Mental Health Administration (HSMHA). The responsibilities of the HSMHA, a bureau of the Public Health Service, included overseeing RMPs. Wilson was appointed by, and served under, Elliott Richardson, the Director of the Department of Health, Education, and Welfare until 1972. Dr. Wilson returned to the University of Missouri as Professor of Community Health and Medical Practice from 1973 through 1974.

Wilson's reputation as a medical educator meant that he was asked to serve on numerous professional committees throughout his career. Among these were a long-term membership on the Council on Medical Education of the American Medical Association, Executive Council member of the Association of American Medical Colleges, and committee chairmanships on the American Board of Family Practice. Dr. Wilson ended his career as Vice President for Medical Affairs at Vanderbilt University in Nashville, Tennessee, where he served from 1974 until his retirement in 1981.

Although the collection covers the years 1953 through 1981, the bulk of the records were created in the 1970s. The collection generally contains correspondence, typed speeches, manuscripts, printed material, clippings, notes, and reports. Significant topics covered in the collection and of interest to researchers are Regional Medical Programs in the U.S., graduate medical education, federal health care policy, public health issues, use of automation in medicine, primary care physicians, emergency medicine, community health clinics, rural medicine, and medical ethics. Medical Education Records, (ca.1953-1959, 1970-1981) 5.4 linear ft.

This series contains lecture notes, course materials, administrative records, audiotapes, slides, and a videotape in connection with Dr. Wilson's work as a medical educator and medical school administrator at the University of Kansas (1953-1959), University of Missouri (1973-1974), and Vanderbilt University (1974-1981). Folders are arranged alphabetically and follow a hierarchical sequence so that records from each university affiliation are grouped together by appropriate subgroup within that affiliation (i.e., academic department, administrative committee, etc.). Records in this series do not cover the 1960s when Dr. Wilson was Dean and Director of the University of Missouri Medical Center and later, Vice President of Academic Affairs at the University of Missouri.
A group of records consists of a portion of Dr. Wilson's lecture notes while he was an Assistant Professor of Pharmacology at the University of Kansas School of Medicine in the 1950s. Another group covers records regarding Dr. Wilson's tenure as professor of community health and administrator at the University of Missouri from 1973 through 1974. Included are a fairly comprehensive set of course materials from a course taught by Dr. Wilson and titled, the "National Perspective," which focused on federal health policy. Among the background materials for the course are reports on national health insurance legislation considered by Congress in 1973 and 1974. A typed transcript of seminar sessions offers an insightful dialogue on national health issues of the period.
Stored in a separate container at the end of the series are audiovisual materials regarding an innovative six-year medical training program established at the Kansas City campus of the University of Missouri School of Medicine. The videotape contains the taping of a 1977 panel discussion, in which Dr. Wilson participated, regarding the successes and failures of the program as part of a symposium on the six-year degree (Medical training programs had traditionally consisted of approximately 8 years of undergraduate and graduate medical education. The Kansas City program was designed for students to receive a M.D. degree in six years after high school graduation. Emphasis was on training primary care physicians who would practice in the State of Missouri).
Records created as an integral part of Dr. Wilson's work as Vice Chancellor of Medical Affairs at Vanderbilt University constitute the last group in this series. A telephone log of Dr. Wilson's calls from 1975 through 1979 provides a comprehensive record of his day-to-day activities during the period. Of particular importance during the Vanderbilt years are a set of records regarding the establishment of the Meharry-Vanderbilt Center for Health Services Research and Policy Studies. Meharry Medical College, an historically black college located in Nashville, Tennessee, already had been engaged since 1969 in nationally-recognized studies of targeted populations at its Center for Health Care Research under the leadership of William Neser. As Vanderbilt's Vice Chancellor of Medical Affairs, Dr. Wilson had oversight of the Vanderbilt Center for Health Services Research and Policy Studies. Meharry and Vanderbilt jointly submitted a grant to the Department of Health, Education, and Welfare (HEW) to pool efforts and staff to meet the health care research and policy concerns of the surrounding region. The grant application, correspondence, and materials regarding HEW's site visit, and supporting material for a joint Ph.D./M.D. program provide valuable data about the proposed research center.
Restricted records in this series include an accreditation review by an AMA committee and student papers.

Other Professional Activities, (1970-1979) 2.8 linear ft.

This series consists of records which relate to Dr. Wilson's other professional activities, excluding his work at the University of Kansas, University of Missouri, and Vanderbilt University Medical School. Record types include correspondence, reports, printed material, and meeting agendas. Generally the records cover his tenure as Administrator of Health Services and Mental Health Administration (HSMHA), Department of Health Education and Welfare (HEW); his work as a professional consultant to universities; and his memberships on various Boards of Directors or professional committees.
Two folders containing correspondence regarding membership renewals at the beginning of the series provide a list of Dr. Wilson's professional affiliations. The remaining records are arranged alphabetically and follow a hierarchical sequence so that records from each organization are grouped together and, thereafter, appropriate subgroupings within each organization are provided.
Professional organizations represented in the records are the American Board of Family Practice; various subcommittees of the American Medical Association, including the Council on Medical Education's Residency Review Committee as well as the Liaison Committee for Graduate Medical Education; Appalachian Regional Hospitals, Inc.; and the National Commission on Arthritis, Community Programs Working Group. Dr. Wilson's work as a consultant to various universities highlights some of the issues important to medical education at the time. The results of the University of Southern California's School of Medicine efforts to collect data on physician activities by medical specialty to determine the country's physician manpower needs appear in the records in a series of practice study reports. As a member of an evaluation team for the University of Missouri's Department of Pathology program in the late 1970s, Dr. Wilson received correspondence and evaluation reports regarding the program from Fred V. Lucas, Pathology Department chairman.
Notable among the materials concerning Dr. Wilson's work outside his university affiliations is information regarding the Appalachian Regional Hospitals, Inc. when he served as an observer at its Board meetings in the mid-1970s. A small portion of Dr. Wilson's papers in this collection document his years as Director of the HSMHA and include, briefing papers, a report on HSMHA programs, the Spanish Speaking Street Project Report, congressional hearing briefings, and a roster of HSMHA public advisory members.

Professional and Personal Correspondence, (1953-1959, 1970-1981) 6.6 linear ft.

This series contains the professional and personal correspondence of Dr. Wilson. To maintain the integrity of much of the original order of the records, correspondence from 1953 through 1959, and 1977 through 1981, is arranged at the folder level in strict chronological order. Correspondence from 1970 through 1976 is arranged alphabetically, with important individual or organizational correspondents separately grouped in one folder. Within each folder, correspondence is arranged in forward chronological order.
This series contains valuable information regarding Dr. Wilson's personal and professional endeavors and circle of acquaintances during most of his medical career. Notable individual correspondents include Dr. B. J. Bass, a pioneer in establishing medical automation at his Bass Clinic in rural Salem, Missouri; Clarke Wescoe, President and Chairman of the Board of Sterling Drug, Inc.; John A. Buesseler, Vice President for Health Affairs at Texas Tech University Complex; E. Grey Dimond, Provost for Health Sciences at the University of Missouri; John Adriani, noted anesthesiologist and head of the Anesthesiology Department at Charity Hospital in New Orleans, Louisiana; and Fred V. Lucas, Chairman of the Department of Pathology at the University of Missouri Medical Center. Dr. Wilson's personal letters with long-time friends, former students, and other associates provide insight into his personal views on such topics as U.S. politics, medical education, and health policy as well as the everyday events of his life.
Dr. Wilson's work with a wide range of professional organizations created a significant amount of correspondence. Some of these organizations include the American Board of Family Practice, American Public Health Association, Appalachian Regional Commission, the Academy of Anesthesiology, American Academy of Family Physicians, Ad Hoc Committee on Conflicts of Interest in Medical Practice of the Institute of Medicine, and the Sex Information and Education Council of the U.S. (SIECUS). A sizable number of congratulatory letters to Dr. Wilson regarding his appointment as Administrator of HSMHA provide an array of individual names identified with public health policy during the early 1970s. This series consists of outgoing letters created and sent by Dr. Wilson while Vice President for Medical Affairs at Vanderbilt University. The letters were maintained by Wilson's office as a record of his communications with others regarding his responsibilities at Vanderbilt. This series provides documentation about his accomplishments and everyday duties. To maintain the integrity of the original order, the correspondence is arranged in reverse chronological order. Some duplication may exist with records in Series IV: Professional and Personal Correspondence. Generally, attachments are not included with the outgoing letters in this series. Topics in the correspondence include discussion of medical school staffing, professorial recruitment and tenure, employee benefits, medical school administrative functions, university committee meeting records, travel plans, new building construction at the medical center, medical center and university financial matters, organizational responsibilities, and promotion of automation at Vanderbilt.

Professional Conferences, Meetings, and Seminars, (1969-1981) 8 linear ft.

As a popular speaker and valued expert in the medical profession, Dr. Wilson was sought after by many organizations to lead, speak, or participate in meetings and conferences across the country. This series contains meeting agendas, correspondence, itineraries, and other background materials produced as a result of this extensive travel. The records are arranged in chronological order by the day, month, and year of the event.
Significant or recurring organizations represented in this series include the National Advisory Council for Regional Medical Programs, American Association for the Advancement of Science, American Board of Family Practice, Association of American Medical Colleges, National Association for Mental Health, Appalachian Regional Hospitals, Association for Academic Health Centers, Annual Congress on Medical Education, American Medical Association, Centers for Disease Control, and various Congressional subcommittees.
Dr. Wilson's position as HSMHA's director, his role as a medical school administrator, and expertise in the development of regional medical programs took him to a diverse cross-section of communities throughout the country. A sample of these communities include the West Side Community Conference in New York City, Metropolitan Denver Foundation for Medical Care, Genessee Region Health Planning Council, Seattle Indian Health Board, West Tennessee Hospital Council, National Conference of Black Churchmen, North Carolina Public Health Association, Eastern Virginia Medical Center, Truman Medical Center in Kansas City, Mid-West Health Conference, Tennessee Academy of Family Physicians, Staten Island Hospital, and Lower Rio Grande Valley Health Conference. Dr. Wilson's leading role in committee meetings of the American Medical Association's Council on Medical Education and chairmanship of its committee on Emergency Medicine provide insightful and evaluative data on the status of U.S. medical education in the 1970s. Additionally, during Dr. Wilson's tenure as Director of HSMHA, he participated in regularly scheduled HSMHA regional meetings and his responsibility for regional medical centers took him to a number of local meetings of regional medical programs.
Other interesting or notable conferences in which Dr. Wilson participated include a Health Services Panel at Harvard School of Public Health in 1972; a Conference on Education of the Physician in Emergency Medical Care in 1973; the Second National Congress on Health Manpower sponsored in 1974 by the AMA; National conference on Rural Health in 1975; and a Southern Newspaper Publishers Association's Seminar titled "Paying for Medical Care" held in 1976. Substantive and valuable materials gathered by Dr. Wilson regarding any meetings that were subsequently canceled were kept despite the meeting's cancellation.

Speeches and Papers, (1959-1981) 2.5 linear ft.

The texts of speeches given by Dr. Wilson throughout his career, provide the majority of the material in this series. Additionally, some correspondence, background material, and earlier drafts are included in each folder along with the text of the final version. Speeches are arranged chronologically by day and year. An index to speeches presented from approximately 1970 through 1975 also is contained in this series. Dr. Wilson was a well-respected speaker on medical issues and sought after by rotary clubs, local and regional medical societies, professional medical associations, area and national conferences on regional medical programs, congressional committees, and national and regional conferences on rural health. Specific organizations include the National Health Council, American Association for the Advancement of Science, the Conference on Physician Manpower, Conference on Technology and Health Care Systems, American Psychiatric Association, and the American Academy of Pediatrics.
The bulk of the records cover the years 1970 through 1972 indicating that he was particularly busy with speaking engagements during the years he served as Administrator of the HSMHA in the early 1970s. At the beginning of the series is a folder that contains a set of unidentified speeches and background material, and another folder with indices to Dr. Wilson's speeches from 1970-1972 and 1974-1975. The folder lists the speech title (when known), organization to which the speech was presented, and date and place of the presentation. Recurring themes in speeches mirrored the interests and expertise of Dr. Wilson, including medical education, medical ethics, regional medical programs, the federal government's role in health care delivery, physician manpower, family practice, health maintenance organizations, consumer health education, mental health, and the use of automation and technology in modern medicine. The same, or a slightly revised, speech was sometimes given to different organizations if appropriate to the occasion.
Speech titles of interest include those titled, "A Dean's Concept of the Principles of Medical Education," "Our New Problems in Medical Ethics," "Health Clinics and Regional Medical Programs," "Rural Health Care Systems," "Meeting Indian Health Problems As Part of a New National Health Strategy," "Impact and Future of Automation in Health Care Delivery Systems," "Federal-Private Partnership in the Delivery of Health Services," "The HMO -- A New Look at an Old Problem," "Social Responsibilities of Medicine," "Community Mental Health Centers," and "Planning in the Health Care System." Dr. Wilson's valued speaking abilities meant that he also delivered many ceremonial speeches at commencement exercises, retirement parties, centennial celebrations, and building dedications throughout his career.

Manuscripts and Reprints, (1924-1958-1981) 2.7 linear ft.

This series consists of unfinished manuscripts and published articles or book reviews written by Dr. Wilson. The manuscripts and published materials are arranged in chronological order by date of publication or creation, with undated manuscripts arranged in alphabetical order by name of the article at the end of the series.
Articles written by Dr. Wilson, as a single author or in joint authorship with others, in the 1950s generally involved the application of pharmaceuticals in medical treatment. During the 1960s, when Dr. Wilson was Dean of the School of Medicine at the University of Missouri, he wrote annual reports on the progress of the medical school which were published in Missouri Medicine. Of particular importance in this series, are articles and manuscripts discussing the important role of the family practitioner and the field of primary health care in modern medicine. These include draft undated manuscripts titled "The Family Practitioner in the 1970's," and "Meeting the Challenge of Education For Primary Health Care," and a published article titled "Implementing the Report of the Ad Hoc Committee on Education for Family Practice," in a 1969 edition of the Journal of American Medicine (JAMA).
Dr. Wilson's expertise in the development of regional medical programs generated important articles on the subject, including an article on the Missouri Regional Medical Program published in Missouri Medicine in 1968; an article on rural health care systems in JAMA; a chapter titled "A Look Ahead at Rural Health Care" for a book on rural health care to be published by North Central Regional Center for Rural Development, Iowa State University Press in 1975; and what appears to be an unpublished article on an interdisciplinary approach to the delivery of rural health care. Dr. Wilson also wrote about medical ethics, the history and progress of medical education, and the future relationship between automation and medicine. Included in this series is a longer history of the Vanderbilt Medical Center with a short entry written by Dr. Wilson on the school's projected future.

Dr. Wilson, during the course of his professional career, received for comment, or collected for reference, publications, manuscripts, articles, reprints, and student dissertations from external sources. Correspondence regarding the articles or publications are included in the series along with the relevant publication. The series has been divided into four subseries according to the originator of the record: federal government, University of Missouri, Vanderbilt University, and general. Within each subseries, the publications are arranged in alphabetical order by the title of the publication with the author listed in brackets after the title.
Government Publications
This subseries consists of publications produced by the federal government. Subjects of interest include automation in the delivery of medical services, medical research, research and training in psychiatry, graduate medical education, and technological advances in medicine in the 1980s. Notable publications are a report regarding the success of medical facilities after ten years under the Hill-Burton Act; "The Heart, Stroke and Cancer Amendments of 1965;" and a report by a division of the National Institutes of Health regarding five-year graduate enrollment and Ph.D. output in scientific fields.

Other publications discuss medical education in the People's Republic of China, cancer detection programs, a study regarding communications programs in state university hospitals, and the hospital needs of a medically underserved community in Missouri. This subseries contains publications from a variety of sources and largely discuss medical science, medical practice, or public health policy. Significantly, the series contains a number of articles that cover medical ethics, an issue in which Dr. Wilson had long expressed an interest. The materials include a substantial report prepared by the Society for Health and Human Values subtitled Human Values Teaching Program for Health Professionals and two reprints of the Society's annual orations. Other topics in this subseries include biostatistics, the health care market, and university hospital programs.

Photographic Prints, (1956, 1970-1988) 0.4 linear feet

This series consists of photographs of Dr. Wilson, individually or in groups; individuals with which he was associated; and scenes of buildings or subjects with which Dr. Wilson was connected. The photographs are arranged alphabetically by the name of the individual or object photographed. Pictures of buildings are identified by institutional affiliation. A substantial amount of photographs depict Dr. Wilson's swearing-in as the Administrator of Health Services and Mental Health Administration (HSMHA), the Department of Health, Education and Welfare (HEW) in 1970. The Secretary of Health, Education, and Welfare, Elliott Richardson, appears in photographs with Dr. Wilson on numerous occasions. Additionally, the series contains a portrait of Caspar Weinberger (ca. 1972) from the HSMHA period. As a representative of the University of Kansas on the 1956 Midshipman Training Cruise, Dr. Wilson received a photograph of the Battleship U.S.S. Des Moines on which he sailed to commemorate the occasion. Photographs of the HSMHA's eight Public Health Service Hospitals (ca. 1971), snapshots of sections of the Vanderbilt Clinic in 1988, and the groundbreaking of the University of Missouri Truman Medical Center in 1977 are among some of the other photographs in this series.
