Under Secretary Mancuso addresses the Industry Coalition on Technology Transfer

Under Secretary Mario Mancuso addressed the Industry Coalition on Technology Transfer (ICOTT) on September 12th in Washington, D.C. ICOTT members are leading high technology companies and trade associations whose members engage in high technology trade and technology transfers.

At the event, Under Secretary Mancuso spoke about the long-term relationship between U.S. competitiveness, innovation and national security.

"In today's world, technology and talent are ubiquitous. Under these circumstances, the U.S. cannot remain either secure or prosperous primarily by denying technology to others, as necessary as that may be in some circumstances. A better long-term strategy is to outrun our competition, to remain the most innovative and competitive economy in the world."

Under Secretary Mancuso identified three high priority policy initiatives:

• Reforming and updating dual-use export controls;
• Accelerating international engagement with the most dynamic high technology markets; and
• Strengthening BIS's enforcement architecture and refining its enforcement activities.
