SWCD grants
The Natural Resources Division works with Oregon’s 45 Soil and Water Conservation Districts (SWCDs) to provide technical assistance to landowners and managers by distributing state and federal funds under grant agreements to SWCDs.

Grant funds distributed to SWCDs include technical assistance (TA) funds, Local Management Agency (LMA) funds, and administrative funds. ODA staff works closely with SWCDs to develop Scopes of Work annually that describe how ODA funds will be used to implement Agricultural Water Quality (AgWQ) Area Plans and Rules.

  • TA funds are for landowner/operator technical assistance, conservation planning, project design, construction inspection, and application of projects that implement local AgWQ Area Management Plans and the Oregon Plan for Salmon and Watersheds. TA funds may also be used to apply for and secure other grant funds for projects and educational outreach and monitoring programs, and to provide SWCD staff and directors with training and resources.
  • LMA funds are for outreach and education programs to inform agricultural landowners about the state’s AgWQ Area Management Plans and its local impact, water quality improvement practices, and for biennial reviews of AgWQ Area Plans and Rules.
  • Administrative funds enable districts to meet statutory requirements such as developing district annual work plans and scopes of work, performing an annual audit, holding annual meetings, and reporting requirements. Administrative funds may also be used for district operating costs (i.e.: phone, rent, insurance, and OACD dues).
