Served Under Secretary Otis R. Brown | Malcolm Sterrett was nominated by President Reagan on September 16, 1988 to serve as General Counsel of the Department of Health and Human Services.
Before his tenure as General Counsel of the Department, Mr. Sterrett served as the Commissioner of the Interstate Commerce Commission from 1982 to 1988. He also served as Vice President and General Counsel to United States Railway Association. In that position he was responsible for the administration of a 150 member staff, managing litigation, corporate affairs and congressional relations activities, and planning future rail service in the Northeast.
Mr. Sterrett also served as Minority Staff Director and Counsel to the U.S. Senate Committee on Commerce, Science, and Transportation, from 1972 to 1976, and also as Minority Staff Counsel to the Senate Committee on Commerce.
After his tenure as General Counsel at HHS, Mr. Sterrett, was a partner in the Washington law firm Pepper Hamilton & Scheetz from 1989 to 1993. He is also a member of the Board of Directors for Telos Corporation, a technology provider to government agencies.
