About LSTA Statewide Projects
Approximately $1.3 million or 57% of Oregon's Library Services and Technology Act funds are spent on ongoing statewide projects each year.  Statewide projects are recommended for ongoing funding by the LSTA Council and approved by the Oregon State Library Board of Trustees based on input from the library community and in accordance with the Five Year State Plan. Ongoing statewide projects offer significant economies of scale, or leverage widespread essential improvements in library service.

Calendar and Process
Some statewide projects are managed by the Oregon State Library, and some are managed by other library organizations.  Organizations managing ongoing statewide projects submit a statewide project funding request form by the LSTA competitive proposal due date  that is 15 months in advance of the start of the fiscal year.  Funding for statewide projects is on a July 1-June 30 annual basis.  For example, for projects funded July 1, 2008, a proposal was due April 13, 2007.   The LSTA Advisory Council and Oregon State Library Board will review and comment on the funding request.  Email ann.reed@state.or.us for more information.

L-Net Online Reference
L-net  is a 24x7 online reference service provided by Oregon's libraries.  The service offers live chat and email reference services for all Oregonians. LSTA funds the software, administration and coordinating staff, training, and contract labor for L-net at around $256,000 per year. As of April 2007, twenty-seven partner libraries were staffing L-net 68 hours per week, answering questions from all over Oregon.  Nearly 65% of L-net users are K-12 students.  Statistics can be found at: www.oregonlibraries.net/stats.
 

Statewide Database Licensing
Under the Oregon Statewide Database Licensing Program, up to $588,000 subsidizes the purchase of basic electronic resources for Oregon libraries. The program includes:
  •  A 50% subsidy for a full-text general periodicals database package for all public and academic libraries
  •  A 100% subsidy for small public libraries, where the share of the cost for the databases is $225 or less.
  • A 100% subsidy for K-12 schools.  From 2004-2007, the Oregon Department of Education contributed substantially towards the cost of licensing databases for schools.


PLINKIT Websites
Plinkit is an open-source Web authoring environment developed for public libraries to have easy-to-create and maintain dynamic websites. Plinkit stands for "Public Library Interface Kit."  The initial development was done through competitive grants in 2003 and 2004  to Multnomah County Library.  In 2005, the State Library took over hosting and staffing the Plinkit project.  $20,000 a year is appropriated to create a multi-state support network for Plinkit as other states, including Texas, Illinois, and Colorado, have adopted it.  In 2008, the Plinkit Collaborative was the co-recipient of the Association of Specialized and Cooperative Library Agencies (ASCLA) Leadership and Professional Achievement Award.  ASCLA is a division of the American Library Association (ALA).

OSLIS Website
OSLIS, the Oregon School Library Information System, is a website that provides access to high quality information sources and supports information literacy skills for K-12 students, teachers, and school librarians.  OSLIS was initially developed by LSTA competitive grants in 1998, 1999, and 2002. The Oregon Association of School Libraries  manages the OSLIS portal for around $60,000 a year.  The site was redesigned in 2008 to be a content management system and feature new web 2.0 tools designed for students.  The project server is located at the State Library is maintained by State Library staff.   The portal accesses the databases available from the statewide database licensing project, and provides lesson plans, tutorials, and a citation maker. 

Library Science Collection
Up to $10,000 a year is spent on library science materials that are listed in the Oregon State Library catalog.  Newly received items are listed both on the libs-or electronic mailing list, and a blog.  Requests for purchases which could then be borrowed from us are welcome on the blog.  If you would like to request materials from the Oregon State Library please use your library's established interlibrary loan process or fax your request to the State Library document delivery department at 503-588-7119 with complete request information.

Summer Reading Collaborative
LSTA funds a statewide membership for public libraries in the Collaborative Summer Reading Program.  The Collaborative Summer Library Program (CSLP) is a grassroots consortium of states working together to provide high-quality summer reading program materials for children at the lowest cost possible for their public libraries.  Statewide membership for $3,500 gives Oregon representation in the selection of a theme, copies of manuals for all participating Oregon public libraries, and access to professional artwork related to the theme.  Manuals are distributed to libraries through the Oregon Library Association's Children's Services Division.

BCR Membership and Training
LSTA funds statewide membership in the Bibliographic Center for Research collaborative.  Oregon libraries can get discounted OCLC services and training, as well as discounts on subscriptions to other databases through the membership.  State membership also provides access to a series of teleconferences that are available via satellite downlink sites and webcasts, as well as DVDs of each teleconference.  State membership is approximately $5,000 a year with an additional $2,800 for teleconferences.  Teleconferences are announced at NW Central.

OLA MLS Scholarship
LSTA funds $20,000-$25,000 of the scholarships the Oregon Library Association awards to students in a Masters of Library Science program each year.  OLA’s Scholarship Program guidelines and eligibility requirements are at the Oregon Student Assistance Commission

Center for the Book Support
Starting in 2007, $5,000 has been allocated for the Center for the Book  at the State Library to provide support for various activities.

Focus Institute
The Focus on Children and Young Adult Instititute  seeks to provide a foundation of professional knowledge about youth services necessary for the operation of small public libraries.  Participants attend a variety of workshops and presentations related to youth services over the course of three and a half days.  The Institute takes place in even numbered years and has a budget around $10,000, although some costs are recouped through modest registration fees.

Oregon Population Survey
Every other year, the State Library includes one question in a statewide sampling survey that asks about public library usage.   The survey provides data on library usage with a demographic breakdown.  Inclusion of the question in the survey and data analysis cost $6,500.

Consulting Programs
Starting in 2007, $5,000 has been allocated for the Center for the Book  at the State Library to provide support for various activities.

Sage Courier Subsidy
The Sage Library System is the combined catalog of 34 school libraries, 38 public libraries, 3 academic libraries, and 1 special library spread throughout 11 counties in Eastern Oregon.  It serves 51% of the area of Oregon.  Because of the distances involved, and the modest tax base of the area, LSTA funds subsidize 50% of courier costs to facilitate resource sharing.
