You are qualified for SVB if you:
Were age 65 or older on December 14, 1999, the date the law was enacted;
Are a World War II veteran (as explained in section 2704);
Were eligible for SSI benefits for December 1999, the month the law was enacted (as explained in section 2705);
File an application for SVB;
Are eligible for SSI benefits for the month in which you file an application for SVB; and
Do not have other benefit income (as explained in section 2707) that is equal to, or more than, 75 percent of the SSI Federal benefit rate.
