The Committee shall be composed of not more than seven civilian members, who are eminent authorities in the fields of compensation. Members will be appointed by the Secretary of Defense and shall serve as Special Government Employees, without compensation under the authority of title 5, U.S.C. § 3109, and not as official representatives of any group or organization with which they may be affiliated. Term of membership is one year. The Chair and members of the Committee may be reappointed for up to an additional one-year.
