Directorate for Organizational and Management Planning

The Directorate for Organizational and Management Planning (OMP), reports to the Director of Administration and Management (DA&M), and assists that official on organizational and management planning matters. General responsibilities include assisting the DA&M in the following three organizational and management planning functional areas: support of the Secretary and Deputy Secretary of Defense; policy guidance to DoD components; and coordination, evaluation, and development of recommendations for improvement.

Specific OMP responsibilities include:

  • Develop and maintain organizational charters for the OSD, the Defense Agencies, the DoD Field Activities, and other assigned DoD activities. (Organizations in these components should contact OMP, if new organizational charters are required or old ones need revision. DoD Directive 5025.1.).
  • Analyze and control manpower requirements for the OSD and other assigned activities. (Administrative Instructions 53).
  • Provide policy guidance, coordinate, and oversee administration of the following programs:
    • DoD Major Headquarters Program. (DoD Directive 5100.73).
    • OSD Management Control (MC) Program.
    • DoD Committee Management Program. (DoD Directive 5105.18).
    • DoD Federal Advisory Committee Management Program. (In accordance with the Federal Advisory Committee Act (FACA), a federal advisory committee is any committee that is not composed wholly of full-time employees of the U.S. Government. DoD components must request DA&M approval to establish, revise, renew, or terminate such committees. DoD Directive 5105.4).
  • Assists the DA&M on all matters relating to printing, binding, and publications requirements. (Title 44 U.S. Code, Chapter 11).
  • Prepares the following Publications:
    • "Organizational and Functions Guidebook for the Office of the Secretary of Defense, Defense Agencies, and DoD Field Activities".
    • "Missions and Functions Guidebook for the Office of the Director of Administration and Management (OSD)".
    • "Missions and Functions Guidebook for Washington Headquarters Services".
    • "Department of Defense Key Personnel Locator".
